Job description

For a successful transition to Mission Command, we are looking for an experienced Agile (management) coach who can support us in the following areas:

  • Organizational design - How can we effectively design, implement, and scale Agile structures, processes, and ways of working within a hybrid and dynamic context of Project-Program Management, SAFe/Agile Management, and Line Management within the Defense Organization. In line with the design responsibility of D-DOO and in collaboration with the user organization (Defense components) and JIVC (IT supplier).
  • (Inter)Human perspective – Developing the leadership, the (collective) mindset, and collaboration required to work in a new, agile / Mission Command way
  • Team support – Practical guidance for teams in setting up their agile work
  • Anchoring the change - Ensuring that the new organizational principles and ways of working are sustainably integrated and supported by people, processes, information, and systems
  • Coaching management - stimulating a facilitating attitude instead of a controlling attitude, from Command & Control to Mission Command

Job requirements

  • Experience with SAFe/Agile transitions, preferably as a manager and/or (management or organization) coach
  • Experience with filling SAFe/Agile/Scrum roles such as: scrum master/RTE, product owner/product manager etc.
  • Experience with designing, organizing/aligning, facilitating, and learning/training agile rituals (e.g., PI events), rhythms (e.g., sprints), artifacts, and supporting information systems (e.g., aligning Jira and/or Azure DevOps in relation to FCC).
  • Experience with leadership and organizational development
  • Operationally, often within and between the action line(s), in close collaboration with program managers, product managers, product owners, RTE, scrum masters, and teams, among others
  • Embedding: You will work in a leadership & organizational development team with the Head of Leadership & Organizational Development, the Integral Planner / Board Advisor, and the other Change Manager / Agile (Management Coach) at program level and in close collaboration with the various organizational components: Action Line DefDoc, Action Line Mission Information & Decision Support (MIBO), and Steering & Transformation.

  • Hierarchically under the Head of Program Office
  • Functionally under the Head of Leadership & Organizational Development

Hierarchically under the Head of Program Office:

  • The Head of Leadership & Organizational Development chairs the Synchronization Meeting, within which the Integral Planning of the Information Landscape (IHH) is coordinated, for the Management Team and the Governance Structure. Within this meeting, coherence between the Run and the Change of the program is central.
  • From October 2026 to summer 2027, a Concurrent Design Facility (CDF) development process will take place between DOO, JIVC, and the user organization to optimize collaboration, based on Mission Command / SAFe / Agile principles. This process will be an important guiding and design framework for the transition.

It is also still possible to (temporarily) reduce your working hours by a few hours per week and build up extra IKB hours. In addition to a pension scheme with ABP, you will receive a monthly commuting allowance or you can opt for an unlimited travel public transport pass throughout the Netherlands under favorable conditions. If you only use the public transport pass for commuting, you do not have to pay any contribution for it.
