Tobacco Licensing Officer (Licensing & Administrative Decisions)
Responsibilities:
- Hybrid model - 3 days a week in office
- Assess licence applications (incl. variations/revocations/conditions), escalate complex matters, and draft accurate briefs/submissions for delegate/Secretary decisions.
- Prepare ministerial briefings and correspondence; issue Notices to Produce and request further information (from HM briefing; consistent with PD’s briefs/correspondence remit).
- Maintain records, databases, and reporting to ensure workflow efficiency and auditability.
- Contribute to continuous improvement and stakeholder confidence in the scheme.
- Strong attention to detail and analytical judgement; excellent written communication (briefs, letters, reports).
- Ability to interpret legislation/policy and apply procedural fairness in administrative decision-making.
- High digital literacy (Word/Excel/PowerPoint); stakeholder professionalism.
- Background in licensing/regulatory/admin decisions helpful; legal or admin-law exposure desirable.
Responsibilities:
- 2 days in office, 3 days a week on the field
- Conduct planned and responsive retail inspections for illegal tobacco/vapes; seize prohibited products; support joint ops and search warrants.
- Prepare enforcement paperwork: statements, briefs of evidence, court attendance notices; maintain accurate regulatory records.
- Enter inspection outcomes/penalties into compliance systems; contribute to programs that lift state-wide compliance.
- Collaborate with Police/TGA/ABF and other regulators; engage retailers professionally under pressure.
- Experience in compliance/regulatory work (e.g., council, state/federal agency, policing, border/food authority) and comfort enforcing statute law.
- Strong writing skills (clear, structured statements/briefs).
- Composure with confrontational stakeholders; sound judgement and integrity.
- High digital literacy (Word/Excel/PowerPoint).
- Driving & physical readiness: able to lift/carry boxes up to ~10kg repeatedly during seizures (physio assessment applies per team practice – from HM briefing).
