Job description

The Steinburg District is advertising a temporary full-time position (100% or 39 weekly hours) in Department IV "Construction and Environment", Staff Unit "New District Hall Construction", to be filled as soon as possible.

This position is fundamentally divisible. The position is expected to be temporary until 12/31/2030.

About Us:

The Steinburg District Administration intends to reorganize its construction and organization as part of the "New District Hall Construction" project, erecting a modern administrative quarter at the Itzehoe site. The combination of new buildings and existing structures will create contemporary workplaces for over 600 employees and an attractive service environment for the citizens of Steinburg. The New District Hall Construction Staff Unit team consists of eight colleagues with predominantly construction-related backgrounds. It fulfills the client representative tasks with great commitment and is seeking suitable reinforcement for this major project.


Responsibilities

Client representation in the New District Hall Construction project, specifically:

  • Procurement Management: Organization of tender processes for construction, planning, and supply services up to contract awards
  • Contract Management: Creation, processing, and legal coordination of contract documents for planning services
  • Change Order Management: Instruction or request of external audit processes, ensuring plausibility and compliance with public procurement law standards, involvement of internal departments
  • Accounting: Fee settlements, such as recording, checking grounds for claims, coordination with recipients and internal departments, and release of payments
  • Cost Controlling: Cost recording, creation, updating, and maintenance of status reports
  • Budget Reporting: Preparation and compilation of fund outflow figures, establishment of budgets and planned figures for annual and supplementary budgets

Profile

Prerequisites for the position are:

  • A successfully completed university or university of applied sciences degree (e.g., Diplom, Bachelor) in Architecture, Civil Engineering, Technical Building Services, or a comparable field of study, preferably with a focus on structural engineering, or individuals with equivalent skills and experience
  • Several years of professional experience in the aforementioned areas of responsibility
  • A valid driver's license of class B
  • At least German language proficiency level C1 of the Common European Framework of Reference for Languages

Beneficial for the application are:

  • Client representative activities in the public sector and in-depth knowledge of public procurement law (VOB, VGV, GWB) and fee law (HOAI)
  • Proficient use of common MS Office applications
  • Problem-solving skills
