Technical Project Leader

For the Ministry of Social Affairs, we are looking for a Technical Project Leader. The Government Services Caribisch Nederland (GSCN), unit Social Affairs and Employment (SAE), works towards a dignified life for everyone in Caribisch Nederland and ensures safe, healthy, and fair working situations. Their unit pays out social benefits on behalf of the ministry to contribute to the livelihoods of seniors, parents, and people who are temporarily unable to work. The execution of these services takes place on Bonaire, Sint Eustatius, and Saba. You will work on the program Modernization Application Landscape unit SAE CN, aimed at realizing and implementing a new application landscape for the regulations Child Allowance, Wage Loss, Support and Pension. You will help with the transition to a new system, as the current system is nearing its end. ICTU supports this program on the IT side. Currently, the project is in the preparation phase. You will work on delivering products needed to start the realization phase. Think about architecture, the current and desired situation, a Program of Requirements, and an Action Plan. You will also contribute to developing a sourcing strategy and possibly other necessary products. As an experienced technical project leader, you will contribute to further preparations towards realization. You are a sparring partner for the program manager on technical issues and set up an approach for the realization phase together. You will execute the plan of action that you yourself develop. You work towards the moment when unit SAE takes a new application landscape into actual use. Your responsibilities
- Leading the project team and reporting to the responsible.
- Advising on software development.
- Caring for the production and delivery process according to the agile way of working (in sprints).
- Explaining the workflow and taking the lead to ensure cooperation within the project team and promote it.
- Setting up cooperation between all involved parties, with emphasis on execution on the islands of Caribisch Nederland.
- Maintaining the quality level of the products delivered.
- Sparring with the client about the necessary follow-up steps for subsequent phases.
- Developing a plan of action including planning for subsequent phases.
- Organizing prerequisites to facilitate optimal functioning of the project team.
- Participating and executing necessary steps during the preparation phase, aimed at a successful transition to the realization phase. You deliver, where needed, additional products to complete the preparation phase.
- For the realization phase, you set up a plan of action and execute it.
- At the end of the assignment, you deliver implementable software for the four mentioned regulations.
- The assignment is completed after the realization phase has been completed.
- Expertise in software delivery and technical project leadership.
- Knowledge of internal and external IT service provision within government, preferably municipalities.
- Experience with software development within government, preferably municipalities.
- Good research-, advisory-, communicative- and writing skills in Dutch.
- Experience with organizing and executing creative design sessions.
- Knowledge of IT management domains, related processes, organization setup, and frameworks for managing information systems.
- Broad knowledge of information security and implementation of IB measures.
- Knowledge of infrastructure-, application- and information architecture.
- A comprehensive network in the relevant IT domain.
- You have extensive experience as a project leader in large and complex software development projects, with focus on government organizations where regulation, compliance, and stakeholder management are central.
- You have extensive experience with advisory and design assignments in the IT domain of government.
- You are analytically strong and can translate business needs into practical, feasible, and implementable solutions.
- You possess expertise in directing and optimizing multidisciplinary teams, including integrating different roles and expertises within an agile way of working.
- You have excellent social and communicative skills and can work independently as well as in a team.
- You know how to deal with cultural differences and act accordingly.
- You have experience managing diverse stakeholders, including clients, management organizations, and suppliers. Here you create support, manage expectations, and navigate decision-making processes within a government context.
- You can act on different levels and advise.
- You know how to motivate colleagues and take them along in intense cooperation.
- You are proactive, positive, energetic, complete, and result-oriented.
- You are well aware of relevant developments within the government on the development and management of IT systems.
- By preference, you have knowledge of or experience working in or with the Caribbean part of the Kingdom.
- Communicative skills: You communicate clearly with diverse stakeholders and teams.
- Leadership: You lead, motivate, and ensure cooperation within multidisciplinary teams.
- Analytical ability: You translate business needs into practical, implementable solutions.

- Result-oriented: You are focused on delivering concrete results in preparation and realization phases.
