The Agence de services et de paiement (ASP) is an administrative public establishment under the dual supervision of the ministries in charge of Agriculture and Employment. As the leading European paying agency for agricultural aid under the Common Agricultural Policy, the ASP has recognized expertise in administrative engineering, processing, control, payment, and user support for numerous public aid schemes.

You will join the Digital and Information Systems Directorate (DNSI). This directorate is responsible for the construction, administration, operation, and operational maintenance of the ASP's information system. This directorate supports the digital transformation of the ASP (dematerialization, agility, DevOps, APIs, mobility, data science, cloud, cybersecurity).

You will join the factory for the production and operational maintenance of products. Divided into product lines by aid domains and a Software Factory, working closely with business departments, it relies on the technical expertise of the Chapters sub-directorate (infrastructure, architectures, urbanization, cyber, ...).

Objectives

You will be responsible for driving the technical vision of the product and will adopt an expert posture within the team. You will ensure the means implemented individually and collectively in the following aspects:

• Ensure the quality of design, code, and adherence to standards,

• Have a good command of the technologies used, an overall vision of the product, its architecture and infrastructure, and master the business context

• Ensure a good understanding of development practices and programming paradigms

• Assist teams in converging towards a technological or architectural choice

Missions

DESIGN

• Define the technical architecture of the information system(s)

Verify and analyze the technical impacts of new solutions and their consistency with the existing architecture

ADMINISTRATION

• Analyze product backlog functional points with the chapters

• Perform prototyping

• Define and manage the Product's IT system repository: tools, procedures, standards, vocabulary, security…

• Ensure the provision of technical standards for the Product to the entire agile team.

RECOMMENDATION

• For any new project or new technology, participate in the impact study on the existing or prospective architecture

• Recommend technical choices to ensure the consistency of this evolution

COMMUNICATION

• Work collaboratively with the IT Urbanist

• Promote the technical architecture and associated paradigms

• Lead technical rituals and code reviews

CONSULTING

• Advise the urbanist on the use and possible implementations of IT and telecommunications tools

• Organize technology watch choices

DEVELOPMENT

• Develop modules (software objects and components)

• Assemble components

• Support the team's developers
