Team Leader Mulder

We are looking for an enthusiastic, strong, and decisive team leader who knows how to coach and motivate employees in achieving results.

What will you do?
You will be responsible for managing Team Mulder Beoordelen 2, leading 25-35 employees. Due to an increase in cases within Mulder Beoordelen, many new employees have been hired in this team. As a large portion of this team's employees have been with the company for a relatively short time, we are explicitly looking for a team leader who can be a unifier.

Within the Mulder Beoordelen teams, administrative appeals are handled that have been filed against traffic fines. This involves large numbers, and the appeals concern, among other things, speeding violations, ignoring red lights, and using a mobile phone while driving. Based on given frameworks and laws (the Administrative Law Enforcement of Traffic Regulations Act and the General Administrative Law Act), the appeals are handled by the legal assessors from these teams. Part of this may include the legal assessor holding hearings.

As a team leader, you will work closely with the other team leaders within the department. You work from a basis of trust and responsibility and actively steer towards production standards (quantitative and qualitative), deployability, craftsmanship, and job satisfaction. You will ensure that the prerequisites are in place so that employees can do their work well and with pleasure. You stimulate, support, inspire, and challenge your employees to get the best out of themselves. This demands professionalism, ownership, and independence from you and your employees. You are willing to further develop yourself and your employees and to strive for optimal cooperation with colleagues from other teams and departments.

Who are you?

• You have at least a completed HBO (higher professional education) degree (in a relevant field of study);
• You have at least two years of experience in a leadership role;
• You have affinity with working in an environment where a high volume of cases is accompanied by quality;
• You are aware of the special role that the Public Prosecution Service (OM) plays within the rule of law and can translate that into your own behavior and what you expect from your employees.

Additionally, you recognize yourself in the following competencies:

Parket CVOM is the traffic expertise center of the Public Prosecution Service, where the enforcement of traffic regulations and minor offenses are central. With nearly 700 colleagues, we make an essential contribution to traffic safety and the sense of justice for everyone who lives, works, or stays in the Netherlands. We process over 960,000 cases per year, from Mulder appeals (traffic behaviors) to offenses (such as drunk driving). Parket CVOM is a young and dynamic work environment, where intensive collaboration takes place with other OM components and chain partners. We share our knowledge about traffic with other parts of the Public Prosecution Service, the Ministry of Justice and Security, and the police.

The Mulder department consists of two administrative teams, six assessment teams, and the Mulder hearing team. The latter team consists of hearing representatives who, in the cantonal phase, appear at all courts in the Netherlands on behalf of the public prosecutor, and the appeal unit in Leeuwarden where appeals are handled. The team leaders of the teams, together with the department lawyer and the department head, form the Mulder Management Team (Mulder MT).

Other employment conditions
In addition to your salary, you will receive an Individual Choice Budget (IKB). The IKB consists of money (16.5% of your gross annual salary) and time. With the IKB, you make the choices that suit you and can assemble part of your employment conditions yourself. For example, you can choose to have part of your monthly income paid out when you wish. You can also convert this budget into leave and vice versa or spend it on tax-friendly objectives. Special Provisions

• The position is valued in scale 11 according to CAO Rijk (minimum € 4,132.76 – maximum € 6,275.94 (gross));
• This is a position for 32-36 hours per week with a contract duration of one year. With good performance, this will be converted into a permanent employment contract. If you currently have a permanent employment contract within the Central Government, this will of course be taken into account;
• An assessment is part of the procedure;
• The duty station is Utrecht;
• A screening applies to this position;
• The interviews will take place on August 20, 2026.
