Job Description

Ensure our soldiers can always rely on their equipment. As a Tactical Purchaser at the Procurement Section AGW, you are the commercial link between the market and the Royal Netherlands Army. You lead complex tenders for essential equipment and ensure our units can do their work safely worldwide. A challenging procurement role with a unique social purpose.

As a Tactical Purchaser at the Procurement Section AGW (Assortimentsgewijs werken - Assortment-based working), you are at the foundation of the operational readiness of the Royal Netherlands Army. Your section is responsible for the entire acquisition cycle of materiel and services that are essential for our ground units. This ranges from the purchase of new systems to arranging the maintenance of existing materiel. You are the commercial expert who determines the right procurement strategy in a complex interplay of technology, logistics, and finance. You connect the needs of soldiers in the field with the possibilities in the market, always balancing speed, legality, and quality.

Your tasks and responsibilities:

• Leading tender processes: You independently conduct complex (European) tenders, from the initial market exploration to the final award and contracting.
• Strategic procurement advice: You advise internal clients and project teams on the most effective procurement route and help them translate operational requirements into commercially feasible documents.
• Market and trend analysis: You continuously research the market for innovations and new suppliers, organizing market consultations to identify the best solutions for Defense.
• Multidisciplinary collaboration: You act as the commercial point of contact within project teams and work closely with technical specialists and financial advisors.
• Contracting and negotiation: You conduct (international) negotiations and draw up legally watertight agreements that optimally protect the interests of the Army.
• Stakeholder management: You navigate skillfully through a political-administrative environment with diverse interests within the Defense logistics supply chain.

Job Requirements

Who are you?

• Education: You have a completed Bachelor's degree (Hbo) and preferably NEVI 1 and 2.
• Experience: You have extensive experience with (operational) procurement within the central government and a proven track record of successfully completing European tenders.
• Legal knowledge: You have a thorough knowledge of the Procurement Act and preferably experience with the specific regulations for Defense and Security (ADV).
• Systems: You are skilled with ERP systems such as SAP (Module M&F) and preferably have experience with digital procurement tools such as Negometrix.
• Personality: You are integrity-driven, organizationally sensitive, and possess strong analytical skills. You can work excellently independently, but you are also a true team player.
• Communication: You are a strong conversationalist who can communicate and advise effectively in both Dutch and English at various levels.
• Attitude: You are decisive and quality-conscious, working accurately even under time pressure.

Other Employment Conditions

Defense has good secondary employment conditions. From 2025, Defense employees will no longer receive their holiday pay and year-end bonus as separate payments, but will accrue these monthly through the Individual Choice Budget (IKB). The IKB for Defense employees amounts to a total of 16.33 percent of the salary. With the IKB, Defense employees can decide for themselves when, on what, and how much budget they spend on time, money, or tax facilities. This can be up to the monthly accrued budget.

The IKB can be used for:

• A maximum of 15 percent of the salary can be used monthly for the exchange of commuting allowance;
• The monthly difference between the allowance for own transport costs for commuting and the fiscal maximum;
• A bicycle for personal use, including bicycle accessories and bicycle insurance;
• A computer that can also be used for work or study, including computer accessories and computer insurance;
• A battery or electric parts for a bicycle;
• The payment of union membership fees.
• Defense expects to further expand the possibilities of the IKB in the future.
  Secondary employment conditions include, among other things, up to 75% paid parental leave (under conditions), study facilities, extensive sports facilities, an additional leave scheme for older employees, and a commuting allowance.

Specifics

A security investigation (VGB) is part of the application process.

It is necessary that you, as a civilian applicant, have Dutch nationality. The ability to provide a Certificate of Conduct (VOG) is a condition for appointment. Additionally, a security investigation and reference check may be part of the selection procedure. This involves a background check on, among other things, criminal records and financial matters, which takes an average of 8 weeks.
