Within the Royal Netherlands Marechaussee, safety not only revolves around operations outside, but also around safe and healthy working conditions, quality, environmental care, and risk management within the organization. As a Staff Advisor for Safety, Quality, Occupational Health, and Environment (VKAM), you help translate defense policy, laws and regulations, and VKAM frameworks into clear frameworks and advice for implementation within the KMar.
You will work within the Safety, Health & Environment cluster, VKAM section, part of the Personnel & Operations Directorate of the CKMar Staff. The CKMar Staff supports the Commander of the Royal Netherlands Marechaussee in steering the organization at a strategic level. In this environment, work is done on vision and strategy formation, policy development, advising, and supporting decentralized units.
As a VKAM Staff Advisor, you advise and support line management on the safety of people, equipment, and the environment. You form the link between strategic defense policy and the operational districts of the KMar. In doing so, you collaborate with colleagues within the Staff, the National Tactical Command (LTC), the Training and Education Centre (OTC), the staff physician, and defense-wide partners, such as the Safety Directorate and the Coordination Centre for Occupational Health and Safety (expertise center).
Do you have extensive experience in Safety, Quality, Occupational Health, and Environment? Do you find subjects such as noise trauma and dangerous shooting gases interesting? Do you have knowledge of ISO 14001 and ISO 45001 and want to help the Marechaussee maintain these certifications? Can you look ahead, build connections, and provide advice both proactively and upon request? Then this role as a VKAM Staff Advisor is for you.
What will you do?
As a VKAM Staff Advisor, you advise and support line management on issues related to safety, quality, occupational health, and environment. In doing so, you look not only at rules and frameworks, but also at what they mean for people, equipment, and the environment within the KMar.
You are a sparring partner for the leadership of the KMar, line management, and the clusters in areas including safety, fire safety, health, working conditions, and environment. You help proactively manage risks and advise on measures that fit the organization and operational practice.
An important part of your work is translating complex laws and regulations into clear frameworks, practical procedures, and concrete annual plans. You look ahead, so that developments within the VKAM domain are anticipated in a timely manner and translated into KMar practice.
Furthermore, you initiate risk analyses, investigate the quality of the safety domain, and evaluate trends. This way, you help to structurally embed occupational health and the environment in business operations and contribute to increasing safety awareness.
You write annotations for management and provide input for staff products. Within the CKMar Staff, you do not work in isolation. Together with decentralized units and other experts within Defense, you deliver integrated staff products and contribute to knowledge sharing.
You help maintain the substantive line, monitor the quality of the work, and contribute to the further development of the VKAM field within the KMar.
What energizes you?
You get energized by work where content, policy, and practice come together. Work that directly affects the health and occupational safety of your colleagues. You are appealed by translating laws and regulations into what they mean for the operational units of the KMar.
Advising at different levels suits you. You switch between strategic, tactical, and operational levels and know how to tailor your advice to the situation and the target audience.
Job requirements
For this role, we ask:
- a completed Bachelor's degree or demonstrable Bachelor's work and thinking level;
- a specialization in occupational hygiene;
- knowledge of or experience with investigating incidents and human and organizational factors;
- extensive and demonstrable experience within Safety, Quality, Occupational Health, and Environment;
- knowledge of ISO 14001 and ISO 45001;
- strong advisory skills and experience with both solicited and unsolicited advice;
- the ability to quickly translate complex laws and regulations into operational impact;
- good oral and written communication skills;
- experience within Defense, the KMar, or a comparable complex organization is a plus.
We are looking for someone who is analytically strong, stands firm, and can make an impact in a complex playing field. Experience within Defense or the KMar helps, but is not a hard requirement. More importantly, you can understand complex VKAM issues, translate laws and regulations into practice, and involve people in the importance of safety, quality, occupational health, and environment.
You are proactive, creative, and results-oriented. You take initiative, think ahead, and see where improvements are possible. You work meticulously, collaboratively, and with a sense of the organization in which you work.
You recognize yourself in these competencies
The following competencies are particularly important for this role:
- Analyzing: Understanding and translating complex laws and regulations, risks, trends, and developments into usable advice.
- Influencing: Creating support for measures, procedures, and improvements within the VKAM domain.
- Communicating: Providing clear advice, writing annotations, and conveying information understandably to different target groups.
- Collaborating: Building connections with colleagues within the CKMar Staff, LTC, OTC, decentralized units, and defense-wide partners.
- Organizational Sensitivity: Taking into account interests, relationships, and the operational context of the KMar.
- Initiative: Identifying developments and actively proposing improvements.
- Environmental Awareness: Keeping track of relevant developments inside and outside the KMar.
- Results Orientation: Actively contributing to concrete frameworks, clear procedures, annual plans, and executable control measures.
