Job description

Within the Royal Netherlands Marechaussee (KMar), significant steps have been taken in recent periods regarding diversity and inclusion (D&I). With the D&I Implementation Plan 2026–2030, a foundation is laid to continue working on this in the coming years. The challenge now is to implement the plan, monitor progress, and ensure that D&I becomes an integral part of the organization.

As a Staff Advisor Diversity & Inclusion, you will work on this task. You will provide advice, both solicited and unsolicited, on complex D&I issues, connect different interests and perspectives, and help translate policy into daily practice. In doing so, you will operate between the strategic level and execution, and collaborate with colleagues within and outside the Ministry of Defence.

Do you want to contribute to the implementation and further embedding of diversity and inclusion within the KMar, while bridging the gap between policy and practice? Read on.

What will you do?

As a Staff Advisor Diversity & Inclusion, you will work on the implementation and structural embedding of the D&I Implementation Plan 2026–2030. You will monitor the progress and coherence of the various components of the plan, identify where additional action is needed, and advise on how agreed-upon objectives and goals can be further realized.

An important part of this is operationalizing the established governance. The agreements on ownership and responsibilities are in place. The next step is to ensure that these function well in practice and are sustainably embedded. You will advise on this, bring stakeholders together, and help to make implementation bottlenecks discussable and move them forward.

In addition, you will independently handle complex D&I issues. You will analyze what is happening, map out different interests and perspectives, and translate this into actionable advice. This includes preparing memos, annotations, and advisory documents. You will advise responsible parties, both solicited and unsolicited, and know how to exert influence within a complex organization.

To provide effective advice, you need to understand what is happening within the organization. Therefore, you will actively seek connection with practice. You will liaise, for example, with brigade commanders and other leaders within LTC and OTC, but also speak with colleagues in execution. This will give you insight into how policy is implemented, what issues are prevalent, and where opportunities or bottlenecks exist.

This connection works both ways. You will translate Ministry of Defence-wide policy and developments into what they mean for the KMar, but also feed experiences and signals from the KMar back to the Ministry of Defence-wide level. You will ensure that different perspectives are considered in the advice and further implementation of D&I policy.

Your stakeholder field is broad. Within the Ministry of Defence, you will have contact with, among others, the Directorate-General Personnel (HDP), the Staff of the Minister of Defence, and D&I contact persons at other defence components. You will also maintain contacts outside the Ministry of Defence, for example, with scientific institutions and other government organizations. You will actively build a network and utilize available knowledge and experience to advance D&I issues.

In addition to your advisory work, you will contribute to activities that support the implementation of the D&I plan. Consider initiating and organizing meetings and events to share knowledge, stimulate dialogue within the organization, and connect stakeholders. These activities are not ends in themselves but help to further embed D&I within the organization.

You will work in a team of three colleagues and also collaborate with other colleagues and networks involved in D&I within the KMar, including Bicultureel KMar.

Job requirements

What energizes you?

You find it interesting to work on organizational issues where policy, interests, and daily practice come together. There is an implementation plan with clear ambitions, but achieving them requires more than just executing agreed-upon actions.

You also know that change doesn't happen on its own. Diversity and inclusion can elicit different opinions and reactions. You find it interesting to make progress precisely where interests diverge or resistance arises. You try to understand the source of that resistance and know how to conduct conversations in such a way that space is created for other insights.

You gain energy from independently tackling complex issues. Switching between different levels suits you. One moment you are working on an annotation or advice for the strategic level, the next moment you are speaking with a brigade commander or gathering information from colleagues in execution.

You also know how to appreciate cultural differences and diverse backgrounds. You are aware of the influence that culture, experiences, and personal perspectives can have on collaboration and communication.

What we ask

  • HBO/WO work and thinking level, for example obtained through a study in the direction of Public Administration, Organizational Sciences, HRM, Sociology, or a comparable field;
  • at least three years of relevant work experience in an advisory, policy, or comparable role;

  • experience with advising on complex organizational issues and translating policy into practice;
  • experience working with various stakeholders and building and maintaining a network;

  • cultural sensitivity and the ability to take into account different backgrounds, perspectives, and interests;

Experience within the Ministry of Defence, the KMar, another government organization, or a comparable complex organization is a pré.

  • Organization-oriented: you have a good sense of organizational relationships, responsibilities, and decision-making. You understand who to involve when and consider the interests at play within a complex organization.
  • Networking: you actively build relationships inside and outside the organization. You know how to find relevant knowledge and expertise and utilize your network to advance issues.
  • Environment-oriented: you follow societal, scientific, and policy developments in the field of D&I and understand their potential significance for the KMar. You also have an eye for cultural differences and diverse perspectives.
  • Initiative: you independently tackle complex issues, identify where action is needed, and come up with proposals. You don't wait around; you take responsibility to advance dossiers.
