Specialist Machine-readable Rules

For the Association of Dutch Municipalities, we are looking for a Specialist Machine-readable Rules. The offer of permit applications and processing based on BIM models is one of the 22 policy measures within the Government Accord digital built environment 2027. These policy measures are jointly coordinated by program manager Digigo (digigo.nu). The Association of Dutch Municipalities (VNG) is involved in multiple policy measures and is the driving force behind policy measure 13. You will work together with chain partners such as Neprom, BNA, Ministry of VRO, Digigo, various municipalities and Bouwend Nederland to apply BIM models for permit applications and -granting of housing projects. When you digitally submit the (pre-)permit application for a large construction project with a BIM model of the design that is shared via a DSGO data service, assessors can partially automate testing whether the design meets the permit requirements by reading the model into an automated permit control. This significantly shortens the processing time of a permit application and makes it possible to realize building and maintenance tasks more efficiently. This specific project has a total duration of 2 years and must be completed by the end of 2027. Work activities

• You are responsible, in collaboration with chain partners, for setting up a national rule register of environmental regulations and BBL.
• You translate and test as many environmental regulations as possible into machine-readable rules, in collaboration with stakeholders.
• You establish the management of the national rule register.
• You align content-wise with software suppliers for the implementation of the machine-readable rules.
• You support 20 parties in 2026 and 50 in 2027 in implementing the software-based application of machine-readable rules, so that combined with the BIM model automated controls can be performed.
