For a long-term project with our client in Zurich (remote work possible only within Switzerland), we are looking for a Senior Requirements Manager / Deputy Stream Lead (m/f/d) - Public Sector.

Your Responsibilities

• Representing the Requirements Management stream lead and supporting the functional and operational control of the stream

• Coordinating and supporting requirements managers in sub-projects

• Ensuring alignment with project management, sub-project leads, business and overall architecture, test management, and procurement

• Supporting the quality assurance, consolidation, and approval of solution requirements

• Co-designing and establishing a project-wide uniform requirements management framework

• Defining and further developing methods, processes, roles, standards, and templates

• Designing Requirements Lifecycle, versioning, baselines, traceability, and methodological quality assurance

• Ensuring uniform application of the methodology across all sub-projects

• Designing and building Jira and Confluence structures for project-wide requirements management

• Defining and configuring requirement types, workflows, status models, fields, permissions, and documentation standards

• Building dashboards, evaluations, and reporting structures

• Introducing tools and processes and training and empowering project staff

• Methodologically supporting sub-projects in the development and documentation of solution requirements

• Conducting methodological reviews and ensuring compliance with defined quality standards

• Supporting the consolidation and versioning of requirements for the tender

• Participating in the conception of realization-oriented requirements management according to IREB

• Preparing the transfer of approved requirements to the realization phase



Mandatory Requirements

• At least 5 years of in-depth experience in requirements engineering and requirements management, preferably in complex IT transformation projects with IREB certification (CPRE), as well as HEREMS knowledge

• Proven experience in the conception, setup, and implementation of structured requirements management

• Very good practical experience with Jira and Confluence, especially in conception, configuration, and implementation; purely user knowledge is not sufficient

• Experience with Requirements Lifecycle, versioning, baselines, traceability, and methodological quality assurance

• Experience in functional coordination of teams as well as in taking on deputy or management responsibility; ability to quickly take responsibility and competently represent the stream lead

• Strong communication, moderation, and stakeholder management skills

• Independent, structured, and conceptually strong working method

• Willingness for at least 60% on-site presence in Zurich

• Very good German language skills and good understanding of Swiss German, especially for secure comprehension in meetings and workshops



Desirable Requirements

• Experience in public administrations or comparable large projects

• Proficient in requirements management within the scope of public IT procurement

• Knowledge of the interrelationships between Requirements Management, Architecture, Test Management, and Change Control

• Experience in training and empowering project teams
