Senior Program Manager Substations

What you will do
For the realization of large-scale infrastructural improvements within the metro network, we are looking for a senior program manager. In your role, you will oversee the impact of your program on other parts within and outside the organization, recognize dependencies, and know how to effectively anticipate them. You will collaborate with various internal and external partners, including construction contract managers, project managers, the municipality of Amsterdam, the Amsterdam Transport Region, and Traffic and Public Space. As a senior program manager, you are responsible for setting up and managing the program: Substations.
This long-term program focuses on the large-scale renewal of technical installations at the heart of the power supply for public transport in and around Amsterdam. The goal is to permanently guarantee the energy supply for the metros. This involves dozens of substations within the metro network that need to be replaced, adapted, or newly built.
You are responsible for the development and shaping of this program. From strategy determination and contract management to finance and stakeholder management within a political-administrative context, you maintain control. You will be given the space and trust to build this program from the ground up into a professional entity for the next 10 years. In an environment with many uncertainties, you will bring structure, build support, and connect the right parties. You are the driving force behind this program.
As a senior program manager, no two days are the same. You deliver direct impact and contribute to a future-proof infrastructure for Amsterdam. Thanks to your efforts, we ensure a technically reliable transport system.
What you bring
You maintain an overview in complex situations and effortlessly switch between strategy and execution. You are solution-oriented, decisive, and remain calm under pressure. Stakeholder management is your strength. You invest in relationships, listen actively, and bring diverse interests together. This way, you contribute to successful collaboration and broadly supported results. Furthermore, you possess:
- University level working and thinking ability.
- At least 10 years of experience in program management within infrastructure or the rail sector.
- Demonstrable experience with complex and (European) tendering processes.
- A strong personality that can engage at all levels, from technical specialists to (municipal) administrators.
- Excellent communication skills and a good understanding of political and administrative relationships.

- The role of senior program manager is temporarily (pending final classification) classified in scale 14, a minimum of € 6,296 and a maximum of € 8,563 (depending on education and relevant work experience).

Your team
You will work within the Project Office of GVB, functionally in the metro team, a team of approximately 30 colleagues. In total, the Project Office has around 90 employees. As a program manager, you will work independently on your project, but always in connection with the team. This includes project, construction contract, and environmental managers. Externally, you will collaborate with public and administrative stakeholders, such as regional governments and policy organizations, as well as with operational market parties, including contractors and engineering firms.
