Job description
For Gemeente Breda, we are looking for a Senior Inkoopadviseur Sociaal Domein.
Senior Inkoopadviseur Sociaal Domein
You will work as an experienced inkoopadviseur for the social domain at gemeente Breda. You advise and guide complex European tenders within Wmo and Sterke Lokale Teams (SLT). You are self-reliant, knowledgeable, and actively share your knowledge with the internal team.
The task
You are responsible for advising and guiding multiple large and complex tender trajectories within the social domain. You handle the entire procurement process: from preparation and publication to implementation. Additionally, you actively contribute to knowledge transfer towards the Inkoop & Subsidies team. Your work is focused on Wmo ambulant and SLT, including collaboration with Jeugdzorg.
When tenders require specialized support, you guide the Open House entry round 2027. This concerns approximately 50 new entrants. You also ensure the termination of contracts with parties that do not meet the conditions set by the agreement, which is expected to involve around 50 existing contract parties.
Wmo ambulant 2028 and SLT
You work on two new procurement projects in which Wmo ambulant will be re-shaped and the municipality invests in strengthening Local Teams. Close collaboration with Jeugdzorg's procurement is required. You advise the Core Team Procurement Wmo and handle process guidance around the different phases of the procurement process.
Other tasks:
Together with colleagues from the Inkoop team, you take on various tenders from the procurement year plan and contribute to further professionalization of the procurement team.

You will perform your duties for Team Inkoop of Gemeente Breda. They ensure lawful, efficient, and effective procurements, with attention to local economy, sustainability, social return, and societal involvement.

What are they looking for?
- At least a completed HBO education.
- At least 5 years of demonstrable experience as (juridical) advisor, policy officer or contract manager, with at least 3 years as procurement advisor within the social domain.
- Knowledge of European tenders, open-house procedure, SAS-procedure and experience with deviation decisions within the social domain.
- Nevi diploma or equivalent.
- You possess a robust personality: you listen well, reflect, and take independent decisions.
- You can translate political-bureaucratic and societal developments into concrete action.
- You have a proactive attitude towards internal clients and stakeholders.
- You work together, but execute your tasks independently.
- You are result-oriented; you monitor the process and procurement planning.
