Achtergrond van de opdracht

Defence is undergoing a large-scale transition to a new HR system. This trajectory forms part of the programme HR IT Transitie and involves high complexity due to the size of the organization, security context, and interconnectedness with legislation.

Within the Directie Aansturen Operationele Gereedheid (DAOG), specifically within the departmentBV IV P&O en Medisch, there is a need for additional senior capacity in information management. To support this transition, two Senior Informatiemanagers HR & Gezondheid will be deployed.

The assignment will be executed withinJIVC, the IV/ICT organization of Defence, responsible for reliable, secure, and efficient information provision for Defence departments and other government clients.

Opdrachtomschrijving

The Senior Informatiemanagers will fulfill an executive and advisory role within the HR and health domain and contribute directly to the HR IT Transitie.

• Analyzing personnel and organizational information needs and translating them into projects, roadmaps, and decision-making.

• Realizing business-IT-alignment within the HR domain.

• Proactively advising on the feasibility of new policies and information needs, taking into account:

  • Defence Security Policy

  • VIR

  • AVG

  • DPIA

• Moderating projects and the program portfolio, including the HR IT Transitie program.

• Intensive stakeholder and network management and building a broad network within Defence.

• Evaluating information needs against privacy and security requirements and advising on suitable measures.

• Organizing, facilitating, and guiding workshops and working groups.

• Maintaining the quality of information products.

• Supporting creative and pragmatic solutions within established frameworks.

Eisen

The candidate possesses:

• At least 5 years experience with (large-scale) project and program management, portfolio management, and roadmap development.

• At least 5 years relevant experience in information management, data management, or information security, of which at least 3 years on senior/advisory level.

• Strong analytical skills and the ability to translate complex issues into concrete solutions.

• Excellent communication skills and the ability to quickly build support.

• Detailed knowledge of HR processes and HR information systems within government organizations.

• Anticipated expertise inVIR, AVG, DPIA, and general information security principles.

Wensen

Better yet, the candidate possesses:

• An academic diploma in Information Management, Business IT, Computer Science, Law, or comparable.

• Flexibility, creativity, and a result-oriented approach within established frameworks.

• At least 5 years experience with SAP, preferablySAP SuccessFactors.

• Knowledge of integration and architecture principles.

• Relevant certifications such as ITIL, PRINCE2, PMP, TOGAF, or comparable.

• Anticipated experience with change and transformation management during large-scale transitions.

• Knowledge of defence-related legislation (e.g. Defence Personnel Act, NEN standards).

• Experience with co-creation methods such as workshops, design thinking, and agile facilitation.

• Knowledge of privacy by design and security by design within HR IT environments.
