Job description
The Assignment
From change management advice to actual change. That is your assignment. For two change initiatives within the social domain of the municipality of The Hague, we are looking for an experienced senior implementation manager who combines change management expertise with implementation power. Are you an experienced implementation manager who can create momentum in complex societal challenges? Can you connect change management insights with concrete results and do you have the power to make changes actually land in practice? Do you bring structure and progress, do you see patterns and have an eye for interests, do you get people moving and can you simultaneously strengthen the ownership of the line? Then you are the senior implementation manager we are looking for to support the teams for the Social Support Act (Wmo) and Youth Health Care (JGZ) within the Social Domain. There are two challenging assignments where organizational development, cultural change and implementation go hand in hand, and you will also lead a pilot related to the two assignments.
What will you do?
As a Senior Implementation Manager, you will guide complex change processes from design to execution. You will bring structure, direction, and progress to trajectories where thinking has already been done, but where the actual implementation and embedding still need to take shape.
You will work closely with clients, management teams, employees, and internal advisors. In doing so, you will ensure that plans do not remain on paper but are translated into concrete changes in work methods, processes, behavior, and collaboration.
You:
· bring direction, structure, pace, and 'doing' power to the change and implementation processes;
· develop and guide implementation approaches that contribute to sustainable change;
· have strong change management skills and the ability to discuss behavior, culture, and leadership;
· have proven implementation power: you know how to translate changes into concrete actions, results, and embedding;
· have experience with transition issues and guiding organizations in change;
· advise on risks, approach, and suitable change interventions;
· stimulate awareness, dialogue, ownership, and collaboration;
· make different perspectives and patterns visible and discussable;
· develop practical tools and work methods that support the change;
· monitor progress and results and adjust where necessary.
You will effectively switch between thinking and doing, providing direction and offering space, making pace and reflecting.
In addition to the two change initiatives, you will lead the pilot around implementation and transition management, for which this assignment provides input for the 'Opgaven & Ontwikkeling' (Tasks & Development) department. Based on your experiences within the two teams (Wmo and JGZ), you will map out which expertise, roles, and capacity are needed to properly support such change initiatives in the future. Your formal client is one of the managers from the 'Organisatieontwikkeling' (Organizational Development) team for this part of your assignment.
Who are we looking for?
You are a strong, independent, and results-oriented professional who can understand and realize complex change initiatives. You move easily between management and employees, create support, and are organizationally sensitive. You operate at the intersection of organizational development, change management, and implementation management.
We are looking for someone who combines change management sharpness with implementation power and helps management and teams to realize the change themselves. Someone who understands what is needed to bring people along in change, but who simultaneously ensures structure, progress, and realization. A professional who helps to provide direction for a change and ensures that it is actually implemented and sustainably anchored within the organization.
You possess:
· University level working and thinking ability;
· at least 5 years of relevant experience with project, implementation, and/or change management;
· demonstrable expertise in organizational and change management;
· extensive experience guiding management and teams through change;
· experience translating advice into concrete interventions and execution;
· excellent advisory, coaching, and communication skills;
· analytical ability, persuasiveness, and organizational sensitivity;
· the ability to operate effectively within a complex, political-administrative environment.
Experience within a municipality, public organization, consultancy, and/or the social domain is a plus. Knowledge of Wmo and/or JGZ is also a plus.
