Job description

For Zorginstituut Nederland, we are looking for a Senior Implementatieadviseur. KIK-V is the program in which information-seeking parties such as ActiZ, Inspectie Gezondheidszorg and Jeugd (IGJ), Ministerie van VWS, Nederlandse Zorgautoriteit (NZa), Patiëntenfederatie Nederland, Zorginstituut Nederland (ZIN) and Zorgkantoren en Zorgverzekeraars Nederland (ZN) work together with healthcare providers to better align and exchange data. The goal of KIK-V is that as a healthcare provider you can easily and safely share data with various information-seeking parties. Together with chain partners, agreements are made about which data will be exchanged why and technology is developed to make this possible. As a result, information requests are better aligned, data is registered once in the source systems and used multiple times, and work is done on data availability. This leads to a high-quality information management and an efficient and effective exchange process. For you as a healthcare provider, this will lead to significant benefits and reduce administrative burdens. The main added value of KIK-V is the improvement of actuality, quality, timeliness, and comparability of information. Through standardization, uniformity of meaning, and reuse of existing data, more transparency arises for the citizen, healthcare professional, and all chain partners. If you work according to the KIK-V approach, you will benefit from a clear delivery process with more aligned delivery moments for clearly defined data. You contribute to an effective and efficient process of data exchange so that information request and supply better align and actual and comparable information becomes available. Within the Implementation team, you guide healthcare providers across the Netherlands in implementing the KIK-V approach together with an implementation partner. You combine content knowledge with pragmatism: you quickly resolve bottlenecks, identify improvement opportunities, and build towards a smooth, scalable national implementation. Additionally, you recruit new healthcare providers and provide clear communication and good support throughout the entire trajectory. You support healthcare organizations and chain partners in successfully implementing agreements, standards, and solutions regarding digital data exchange within home care. You function as both content and process bridge between policy, ICT, healthcare practice, and suppliers. You connect with the project team implementation and possibly with the team that implements at chain partner level. You work closely together with healthcare providers, the implementation partner, and internal colleagues. You have a key role in:
  • Guiding implementation trajectories together with the implementation partner at healthcare providers
  • Maintaining ongoing trajectories that the implementation partner is executing and following up and feeding back lessons learned to the KIK-V program
  • Helping set up and improve the process with the implementation partner based on work agreements
  • Recruiting and enthusing new healthcare providers for participation in KIK-V, both individually and regionally
  • Guiding and supporting healthcare providers who already have a data station but have not yet implemented the entire data set
As senior advisor, you oversee complex programs such as KIK-V, where multiple stakeholders with different interests work together. You are strong in stakeholder management and know how to effectively connect public and private parties within complex public-private collaborations. You have an eye for governance issues and experience working with (national) agreement sets that you can translate into workable agreements and concrete implementation steps. You possess a strong analytical ability and translate national policy goals into a cohesive program and project management approach. You work with clear roadmaps, milestones, and progress monitoring and have demonstrable experience with implementations in complex organizations and collaboration networks, both at the level of individual healthcare providers and within regional networks. Besides your content expertise, you are skilled in organizational design and change management. You seamlessly switch between strategic and operational levels, feel what an organization needs, and take people and organizations effectively along in change. You work structured and result-oriented, can complex matter clearly explain – both verbally and in writing – and are a convincing advisor who simultaneously works pragmatically and hands-on. As senior implementation advisor, you have knowledge of the approach, relevant legislation, and business operations within the healthcare sector. You have experience with setting up data management in healthcare and with data-driven working. Also, you have knowledge of and experience with interoperability and information standards, architectural principles, and chain collaboration. You take ownership and work independently within the KIK-V program framework. You are a sturdy sparring partner for the implementation leader and program management and coach where necessary junior advisors and project leaders.
