We are looking for a Senior Financial Strategic Advisor for the Municipality of Zwolle. Within the Corporate Staff department, you will work on a strategic and impactful task: developing an integral Multiannual Investment Plan (MIP) with a ten-year horizon and a corresponding financial steering framework.

In the coming years, the municipality faces major investments in housing, area development, educational facilities, and infrastructure. At the same time, financial scarcity, limited execution capacity, and grid congestion demand sharp choices and integrated considerations. In this assignment, you will ensure a future-proof financial approach that provides insight into investments, risks, financial consequences, and priorities within the municipal investment portfolio.

This interim assignment is interesting for an experienced strategic financial advisor with extensive experience within municipal organizations, financial steering, and investment issues in the physical domain.

Tasks and responsibilities

• You will develop and implement an integral Multiannual Investment Plan (MIP) with a ten-year duration.

• You will develop a financial steering framework for municipal investments, including financial starting points and decision-making criteria.

• You will develop a methodology for integrated prioritization of investment projects based on financial, administrative, and organizational factors.

• You will advise on the alignment of the MIP and the steering framework with the planning and control cycle (P&C cycle).

• You will be responsible for the implementation, handover, and documentation so that the organization can independently continue to work with the developed instruments.

What we ask for?

Requirements:

• You have a completed HBO bachelor's degree.

• You have at least 10 years of experience as a strategic financial advisor or in a comparable financially strategic advisory role.

• You have at least 5 years of experience within a municipal organization.

Additional wishes:

• You have experience with developing financial instruments.

• You have extensive knowledge of and experience with municipal finances.

• You have experience with financial issues within the physical domain, such as area development, housing, or infrastructure.

• You have worked within a growing municipality with more than 100,000 inhabitants.

• You have experience with advising boards, directors, and senior management.

• You have demonstrable experience with developing and delivering a Multiannual Investment Plan (MIP).
