Job Description
Do you want to contribute to a strong and future-proof information provision for the Ministry of Defence? Are you skilled in understanding complex processes and information issues, and do you want to help further shape the business analyst team? Then we are looking for you.
As a Senior Business Analyst at the Defence Support Command (DOSCO), you will work closely with the business. You will analyze processes and information needs and provide the insights upon which information managers, architects, and management can base their decisions. Simultaneously, you will help build a Business Analysis function that is constantly evolving. You will also fulfill a leading role within the business analyst team. You will actively share your knowledge and expertise as a senior business analyst within the organization.
You will ensure in-depth understanding. You will investigate complex issues and visualize processes, information needs, information flows, bottlenecks, and dependencies in a cohesive manner. You will help the organization to first fully understand the problem and the information need before solutions are chosen. In doing so, you will play an important role in agile working. For example, by actively supporting and guiding the product owner, leading workshops, and bringing business representatives along and involving them in the agile way of working.
What will you do? You will be responsible for analyzing and structuring complex business and information issues. You will: - help departments, domain responsibles, and managers to clarify their actual information needs; - translate information needs into concrete and testable business requirements; - conduct impact analyses for changes in processes, information provision, or systems; - work closely with architects to secure coherence, standards, and future information provision; - clearly present complex analyses and advice to employees, specialists, and management.
Collaboration and Professionalization You will work from the Information Management department within the IT & Innovation Directorate and collaborate closely with information managers, architects, other business analysts, representatives from the divisions, and IT and data specialists. The Information Management and Business Analysis department is undergoing significant development. Therefore, we also expect a Senior Business Analyst to help professionalize the field further. You will: - develop common working methods, methodologies, and analysis products together with colleagues; - stimulate knowledge sharing and professional development; - supervise and coach medior business analysts.
Job Requirements
Who are you? You are analytically strong and curious about how organizations actually function. You do not take a question or proposed solution for granted but ask further: what problem are we solving, what objective are we supporting, how does the process currently work, and what information is needed for it? You bring structure to complex situations, quickly see connections, and can distinguish between main and subordinate issues. You know how to bring different interests together and can convincingly explain your analyses to both employees and senior management. Additionally, you are organizationally sensitive, proactive, and capable of operating effectively in a large and partly hierarchical organization.
What do you bring? You possess: - university-level work and thinking capacity and at least a completed bachelor's degree; - at least five years of demonstrable experience as a business analyst or in a comparable analytical role; - extensive experience with process analysis, information analysis, and requirements analysis; - experience in developing stakeholder analyses and complex stakeholder environments; - experience in developing impact and dependency analyses; - affinity with information provision, digitalization, and organizational change. - It is a plus if you have experience with architectural principles or TOGAF, process harmonization, and guiding or coaching business analysts. Experience within Defence, the Central Government, or another large and complex organization is also a plus.
What makes this role special? DOSCO is facing a significant growth and transformation challenge. At the same time, we are building a more professional structure for Information Management and Business Analysis. This means that not everything is yet fixed. You will have the freedom and responsibility to help build how Business Analysis is conducted within DOSCO. You will combine three elements: you will work closely with the operational reality of a division, you will analyze complex organizational and information issues, and you will help build a professional field.
