Head of Department in Urban Development

A.D.R. Nord-Vest is calling for applications for a vacant position as Head of Department within the Department of Urban Development/Directorate of Management, Monitoring and Evaluation Program/DAMPRNV 2021-2027, on a fixed-term basis for a period of 24 months with full-time hours.

Main Responsibilities / Tasks:

- elaborating and updating, through consultation with key stakeholders and together with relevant departments/compartments within AM PR NV and ADR NV, guidelines specific to project appeals dedicated to urban development, in accordance with current legislation;

- providing support to associations of intercommunal/municipal development in elaborating and updating the Integrated Urban Development Strategy, as well as the Justification Document for funding interventions from non-repayable funds 2021-2027;

- providing support to associations of intercommunal/municipal development in elaborating other planning documents necessary for implementing the Justification Document for funding interventions from non-repayable funds 2021-2027 (urban mobility plans, action plans for sustainable energy, etc);

- conducting studies to identify regional development needs and supporting the foundation of regional development strategies and plans for the period 2021-2027;

- elaborating/revizing regional programming documents specific to EU community funds, for founding the implementation of regional development policy in the NV region and funding interventions from community funds;

- ensuring conformity of funded interventions with community/national legislation regarding state aid and/or de minimis aid, as applicable;

- elaborating policies on growth poles and urban development poles, in accordance with Government Decision 998/2008 for designating national growth poles where investments are prioritized from community and national programs, with subsequent modifications and completions;

- supporting presentations in the field;

- preparing pilot projects on the SACET domain.

Requirements:

Education and Qualifications:

- University studies, level of licentiate, in accordance with Government Decision 412/2024, fundamental domain:

•  Engineering sciences, field of licentiate Civil Engineering,

• Humanistic and artistic sciences (RSI)-Architecture and Urbanism,

- Having followed specific training programs for managing community funds, provided by specialized institutions in the country or abroad

Experience:

Minimum 5 years of experience in the field, after completing higher education, level of licentiate.

Abilities and Competences:

·        Knowledge in elaborating strategic documents (integrated urban development strategies, sustainable urban mobility plans);

·        Knowledge of technical documentation preparation for infrastructure projects (DALI/SF, technical projects);

·        Knowledge about project management, with certification as Project Manager;

·        Collaboration with local public administrations;

·        Teamwork;

·        Excellent communication skills;

·        Advanced level of English language proficiency;

·        Capacity for analysis and synthesis;

·        Very good knowledge of Ms Word, Ms Excel, Ms PowerPoint, AutoCad-Archicad;
