Scientific and Technical Manager for the European AMRIT Project

Context:

ENSTA, an institution of higher education and research under the authority of the Ministry of the Armed Forces, develops training, research, and innovation activities in the fields of defense and security, transport, energy, maritime activities, digital technology, and health.

The school, with campuses in Paris-Saclay and Brest, is a member of the Institut Polytechnique de Paris. Ranked among the Top 10 engineering schools in France, its mission is:

• the training of civil and military engineering students, executives, and PhDs for the public and private sectors,

• high-level research and innovation in close collaboration with industry in major sovereignty sectors within 6 teaching and research units (UFRs).

The AMRIT Project:

Today in Europe, the operation of in situ observing platforms relies on a network of research infrastructures distributed across the continent. Activities within this network include in situ and remote operations at sea, as well as data management from a large number of assets for a wide range of applications. These activities require significant IT resources, R&D efforts to improve platform capabilities, as well as management and financial activities to ensure the operation of infrastructures and guarantee access to them. AMRIT (Advance Marine Research Infrastructures Together) is a pioneering project designed to revolutionize the landscape of marine research infrastructures (MRIs) in Europe, strengthening their ability to respond to European policy challenges and global scientific challenges.

AMRIT (https://www.amritproject.eu/) is a project funded by Horizon Europe and UKRI, bringing together 26 European partners, and intended to advance MRIs in their coordination, by proposing the federation of some of their IT services. It is scientifically coordinated by ENSTA. By developing tools and services for conducting marine observation platform operations, AMRIT aims to:

• Ensure seamless operation of marine observation platforms.

• Guarantee the full nominal use of sensors and accelerate their evolution.

• Exploit the complementarity of different observation platforms.

• Ensure the overall coherence of the ocean data value chain.

• Guarantee a coherent and exhaustive list of metadata and descriptors.

The position holder will be assigned to the Brest Campus.

Main Missions / Activities:

As the scientific coordinator of the AMRIT project within the framework of Horizon Europe, ENSTA is seeking a Scientific and Technical Manager.

The main missions of the Project Manager are as follows:

• Coordinate the overall implementation of the project and monitor its progress, including work packages, deliverables, milestones, deadlines, and key performance indicators, in close collaboration with the Scientific Coordinator and with the support of ARMINES administrative staff;

• Monitor project risks, deviations, and corrective actions, and propose mitigation or adjustment measures if necessary;

• Lead and coordinate the consortium, maintaining regular communication with its members, facilitating collaboration among partners, ensuring efficient information flow, and supporting partners in implementing their activities;

• Organize and coordinate consortium meetings, including steering committee meetings, technical meetings, and general assemblies, as well as their preparation and follow-up;

• Coordinate the preparation of project reports and deliverables, consolidating contributions from partners and ensuring their quality and timely submission;

• Contribute to the communication, dissemination, and exploitation of project results, particularly through workshops and conferences, in coordination with the relevant partners;

• Act as the primary liaison with the European Commission, including maintaining.

Ancillary Mission/Activity:

• Participate in the institution's Quality initiative;

• Contribute to the CSR (Corporate Social Responsibility) initiative within the scope of their missions and activities within the School.

Positions open to candidates:

Desired duration of assignment Fixed-term contract of 18 months at ENSTA in Brest. Other assignment locations may nevertheless be considered.

Work location:

ENSTA Brest Campus, 2 rue François Verny, 29200 Brest.

The position is full-time and includes travel in France and abroad depending on project needs.

  The AMRIT project:

  Mission of the Scientific and Technical Manager:

  As third party of ARMINES, the administrative Coordinator of the Horizon Europe Project AMRIT, ENSTA is seeking a Scientific and Technical Manager. Under the supervision of the project Scientific Coordinator, Professor Laurent Mortier (ENSTA), the main tasks of the Project Manager are to:

  • Coordinate the overall implementation of the project and monitor its progress, including work packages, deliverables, milestones, deadlines and key performance indicators, in close collaboration with the Scientific Coordinator and with the support of ARMINES administrative staff.

  • Act as the main liaison with the European Commission, including maintaining regular communication and follow-up with the Project Officer.

  • Represent the consortium and build and maintain high-level relationships with key stakeholders at national, European and international levels.

  Required qualifications and skills:

  • Applicants must have an advanced university degree (M.Sc or equivalent degree) in Oceanography, Marine Science or Engineering, or related fields. A PhD in a relevant field is an advantage.

  • Applicants must have at least 5 years (PhD included) of relevant experience in ocean observations or services in ocean observation organisations.

  • Applicants must have demonstrated experience in coordinating, managing and implementing projects, desirably at the European or international level.

  • Excellent organizational, written and communication skills.

  • Professional command of both spoken and written English, and good knowledge of French and/or another European language.

  Desired qualifications and skills:

  • Motivation and ability to interact with multiple stakeholders on national, international (and interdisciplinary) levels including researchers, operators, administrative staff, science officers, and policy makers.

  • Degree in management of European affairs or similar.

  • Knowledge of major national and EU funding instruments.

  • Experience of working and collaborating among Research Infrastructures in the environmental field.
