Team Leader 'Recouvrement'

FONCTION
In your capacity as Team Leader of the 'Recouvrement' Service within the Financial Direction, you will be expected to:
- Organize, plan and supervise all activities of your service;
- Mentor and coach members of your pluridisciplinary team composed of social assistants and administrative/expert staff;
- Ensure good collaboration and facilitate communication and information diffusion within your service/direction, as well as with other entities at the Centre;
- Define, in collaboration with the Director, a recouvrement policy, whether amiable or forced, performant and rigorous, and implement it;
- Control and validate recouvrement files and payment plans associated with different domains under your responsibility: Indus of our citizen beneficiaries, housing invoices for our residents in MR/MRS, and invoices for services from our partners;
- Ensure a follow-up and rigorous treatment of alerts from the Ministry (Clignotants SPP_IS), and coordinate, for your service, the annual inspection by the Ministry's tutelage (SPP_IS);
- Maintain regular communication with stakeholders within the DES (Department of Social Emancipation) to ensure follow-up on revisions of files subsequent to alerts from the Ministry;
- In close collaboration with other services at the Financial Direction (accounting and treasury), guarantee financial and accounting treatment and follow-up of operations related to recouvrements and subrogations with different organizations;
- Promote and justify, in accordance with administrative and accounting rules, lists of irrecoverables submitted to the Council for Social Action (CAS) for approval;
- Realize operational reports and write activity reports to provide relevant information to the hierarchy;
- Contribute to setting up key performance indicators (KPI's) and risk indicators within your service/direction;
- Analyze recouvrement/contentious trends, and propose recommendations as well as preventive/corrective actions.
- Establish a continuity plan for critical operations of your service;
- Earn a level of collaboration and follow-up that is satisfactory with different external partners (Bailiffs, Lawyers, Administrators of goods, ...);
- Keep watch on environmental developments and regulations, and identify opportunities as well as risk factors that may harm the Centre/Citizen beneficiary;
- Represent internally and/or externally your direction and the Centre in your area of expertise;
- Maintain a critical eye on processes and procedures governing daily work, and identify necessary optimizations to improve the efficiency of your missions.
PROFIL
For those outside the EU: residence permit with unlimited work permit or exemption from work permit.
Diplômes et connaissances :
- Bachelor's or Master's degree.
The diploma or certificate required must be issued by a recognized Belgian educational institution. If your diploma was issued in a foreign country, you can also participate in the selection if you have obtained an equivalence for this diploma/certificate issued by one of the Communities;
You have knowledge of the second national language (in possession of the Selor certificate or willing to obtain it); Connaissances techniques (savoir–faire) :
You possess an advanced mastery of the Microsoft Office suite (Excel, Word, PowerPoint). You have knowledge in financial software. You have good writing skills. You have good communication skills. Expérience :
A professional experience of minimum 3 years as a team leader is indispensable. A professional experience of minimum 3 years in recouvrement (or similar field) is indispensable. Experience within a public administration is an asset. Savoir-être :
