Site Safety Representative / HSE Site Specialist

SRS Servizi di Ricerche e Sviluppo is looking for a Middle Site Safety Representative / HSE Site Specialist.


Within the scope of strengthening operational activities at the scientific and technological hub of the ENEA Center of Brasimone (Camugnano - BO), and in relation to highly complex technical projects in the Energy, Nuclear, and advanced industrial plant sectors, SRS - Servizi di Ricerche e Sviluppo is selecting an HSE/HR Site Representative (HSE Site Specialist).

The figure sought will hold a role of primary strategic and operational importance, acting as a trusted representative in the field and a direct extension of the Employer's Safety Representative. The professional will formally assume the role of Deputy Safety Representative, serving as the continuous liaison point between the construction site, Site Management, subcontractor companies, the central QHSE structure, and SRS's Human Resources function.

The candidate will be involved in the control, monitoring, and continuous improvement of safety conditions during the construction, installation, assembly, testing, and commissioning phases of industrial plants, operating in complex and regulated environments.

The assignment requires constant and rigorous oversight of operational activities during the construction, assembly, testing, and commissioning phases of plants. As Deputy Representative, the resource will be responsible for ensuring compliance with current regulations (Legislative Decree 81/08), company safety procedures, and contractual standards established with the client, with particular attention to high-risk activities (work at height, lifting and handling, excavation, electrical and mechanical installations).


Responsibilities

● Daily oversight of safety activities at the assigned construction site.

● Conducting inspections and audits in the field, verifying the correctness of site documentation (POS, risk assessments, operating procedures), monitoring the adoption of PPE, and correct application of Permits to Work.

● Authority and duty to immediately suspend work in case of imminent danger, as well as to order and report appropriate disciplinary measures against non-compliant personnel to Management.

● Recording and tracking injuries, accidents, and near-misses, conducting root cause analyses, preparing periodic reports, and promoting continuous improvement through Lessons Learned, operational briefings, and toolbox meetings.

● Continuous monitoring of site access flows, tracking of personnel, and verification of the operational and documentary regularity of third-party companies.

● Operational support to the centralized HR office in managing the logistical needs of site personnel, including travel arrangements, management of food and accommodation services, and monitoring of the company vehicle fleet assigned to the site.

● Verification of compliance with HSE regulations and company procedures in accordance with Legislative Decree 81/08 and project standards.

● Monitoring the correct use of PPE and compliance with operating procedures by internal personnel, suppliers, and subcontractors.

● Support to the Site Manager and project team in managing HSE aspects during construction and commissioning activities.

● Preparation of daily reports, safety observations, non-conformities, and follow-up of corrective actions.

● Participation in operational meetings and site safety meetings.

● Collaboration with the RSPP (Risk and Prevention Service Manager), Safety Coordinator, Site Manager, and managers of the executing companies.

● Monitoring critical work activities such as work at height, lifting, excavation, mechanical assembly, electrical activities, and commissioning.


Requirements

● Technical diploma or Degree in a technical field (Engineering, Prevention Techniques, Workplace Safety, or equivalent disciplines).

● At least 3 years of experience in HSE/site safety roles in industrial, plant engineering, or infrastructural environments.

● Knowledge of Italian legislation regarding health and safety at work (Legislative Decree 81/08).

● Ability to read and interpret technical documentation and site operating procedures.

● Knowledge of the main construction, assembly, and commissioning activities for industrial plants.

● Good knowledge of the Microsoft Office suite for reporting activities.

● Availability for travel and stays at construction sites in Italy and abroad.

● Good communication and interpersonal skills with operational staff, technicians, and management.

● Organizational skills, operational autonomy, and problem-solving abilities.

● Good knowledge of the English language.


Preferred Requirements

● Possession of ASPP/RSPP training or specialized courses in site safety.

● Experience gained on Oil & Gas, Energy, Power Generation, or Nuclear construction sites.

● Knowledge of HSE management systems according to international standards (e.g., ISO 45001).

● Experience in managing subcontractors and multidisciplinary site activities.

● Knowledge of permit-to-work procedures and work activity control systems.

● Experience in international contexts and availability for overseas travel.


Attitudinal Profile and Professional Style

The nature of the assignment and the responsibility associated with the deputy role require high professional integrity, transparency, and a strong ability to align with the directives of the Safety Representative. A figure with authority, firmness, and relational balance is required, capable of enforcing procedures with determination and constructive dialogue, both towards internal staff and towards subcontractors.

A high resistance to stress, a pronounced pragmatism oriented towards problem-solving, and a solid ability for synthesis complete the profile. The resource will need to act as an effective filter in the field, independently resolving ordinary and logistical issues and escalating only critical factors to their manager, ensuring timely, accurate, and transparent communication.


Work Location:

The work will take place in person at the ENEA Center of Brasimone (Camugnano - BO). For the purpose of necessary operational readiness, the search is primarily directed towards candidates residing or domiciled in the Bologna area, the Tuscan-Emilian Apennines, or immediately surrounding areas. Availability for potential travel in line with project requirements is requested.


Expected Start Date: September 2026

Gross Annual Salary (RAL): between €32,000 and €38,000, commensurate with experience
