Job description
For the Ministry of the Interior and Kingdom Relations, we are looking for a Project Manager. You will work on the NDS implementation program at the Ministry of BZK, one of the pillars of the cabinet's digitalization policy. The NDS forms together with the Digital Economy Strategy and the Dutch Cybersecurity Strategy (NLCS) the foundation of the government's digitalization policy. Important elements in the NDS are:
- More direction on digitalization from a single government approach (central government and municipalities).
- More cooperation and overcoming free-riding.
- Directing and monitoring all components of the NDS, with a focus on speed, quality, and effectiveness of results.
- Facilitating government institutions where this adds value.
- Focusing on six priorities: cloud, data, AI, citizen-centered, digital resilience and autonomy, digital craftsmanship. For each priority, several accelerators (results) are defined that you will work on.
- Executing political-administrative interventions that contribute to achieving the goals and removing obstacles.
- A strategy team providing support via the organizational line.
- A program office where products are delivered at the program level, broad responsibilities are assigned, and portfolio coherence is monitored.
- Six priorities with their own drive teams, steering groups, and program managers.
- Four interventions where cross-priority activities are carried out.
- Filling in the role of experienced project manager for your assigned accelerator.
- Setting up and organizing a program structure, such as a core team and a ring of advisors.
- Organizing and maintaining cooperation with related NDS priorities and accelerators, aimed at synergy and content alignment.
- Developing a plan and roadmap to achieve concrete results that fit the goals of your accelerator.
- Leading and coordinating the program for your accelerator.
- Providing advice and reporting to the executive team, so that they can make well-informed decisions.
- Reporting to and collaborating with overall program management Digital Resilience & Autonomy.
- Maintaining the program dossier of your accelerator.
- Setting up a program organization with, among other things, a core team, aimed at achieving the goals of your accelerator.
- Leading and coordinating the program and any sub-projects to realize strategic results.
- Translating strategic objectives into concrete (project) plans with clear phasing and results.
- Maintaining relationships with related priorities and accelerators.
- Setting up and documenting the program dossier.
- Monitoring project progress, budget, and risks of your assigned accelerator.
- Actively collaborating with various stakeholders and clients to create a sense of ownership and engagement.
- Timely advising and reporting to the program manager and executive team Digital Resilience & Autonomy on progress, bottlenecks, and results.
- The above-mentioned results are delivered.
- The program comes to an end and tasks are transferred to management organizations.
- No decision is made to extend the program beyond its original term.
- The fulfillment of the assignment does not meet expectations or agreements.
- You have extensive experience with program management and change approaches in complex government trajectories.
- You possess strong analytical skills and feel for political-administrative relationships.
- You have demonstrable knowledge of and affinity with cybersecurity, (ICT-) architecture, business continuity, and related ISO standards, and are familiar with the differences between IT, OT, and stakeholder fields.
- You are a connecting and inspiring leader with excellent communication and stakeholder management skills.
- You think strategically, act pragmatically, and are result-oriented in execution.
- You are familiar with working within government and functionally managing collaborations.
- A existing network within the Rijksoverheid, municipalities, provinces, and water authorities is a plus.
