The specialist who manages the explosive growth of the Army

Your Role: Building our armed forces quickly, smartly, and flexibly The Royal Netherlands Army contributes to freedom and security worldwide under the toughest conditions. And we are growing rapidly. There is an enormous and acute need for housing, work, and training spaces for the influx of more personnel and equipment. Because building permanent infrastructure takes time, interim solutions are crucial. That's where you come in.

You don't need to wear a uniform to make an indispensable contribution. As a Specialist within the Temporary Housing Team (part of the Army Command - CLAS), you are the civilian expert (non-military) who supports the soldiers with your specific knowledge. You are THE specialist in the interim housing market who tames the chaos and cleverly, quickly, and without compliance issues bridges the 'delta' between this rapid growth and the eventual permanent construction.

What will you do? As a temporary housing specialist and market expert, you speak the language of commercial suppliers. You will work closely with file holders and project leaders of the CLAS and external stakeholders to realize creative, flexible, and legally sound solutions.

Your tasks include:

• Translating needs: Together with the military units, you will map the needs for temporary housing, analyze them, and formalize the request.
• Smartly utilizing the market: You know exactly which solution fits best – from a modular unit or a rental unit to a large-scale prefabricated hall. You also have a clear view of the associated costs, delivery times, and regulations.
• Planning & budget: You contribute to tight, realistic planning and monitor expenditures and costs, so we can deliver maximum quality and speed without surprises.
• Tenders & contracts: You assist in setting up efficient tenders, support negotiations on the best terms, service structures, and discounts, and thus make an essential contribution to watertight contracts.
• Permits & regulations: You communicate effortlessly with municipalities, advise on the application for (temporary) usage permits, and ensure that everything always complies with the Defense Act and safety standards.
• Connecting: You ensure seamless coordination with the Materiel Logistics Command, the Real Estate Management Service (DVM), and the Government Buildings Agency (RVB).

Job Requirements

Who are you? You are not an ordinary staff employee, but a true housing market specialist with an impressive track record. Without your specialized market knowledge, it would be guesswork to find the right solutions and regulations. You are analytically strong, results-oriented, communicative, and a true connector.

In addition, you bring the following:

• A completed Bachelor's or Master's degree or equivalent work and intellectual ability, preferably in a technical, administrative, or business management field.
• At least 5 years of demonstrable work experience in the interim housing market (you are familiar with modular systems, prefabricated solutions, and rental contracts).
• Thorough knowledge of municipal procedures, permit processes, and relevant laws and regulations.
• You are results-oriented, but also people-oriented: you enjoy working in a team and are fully committed to the important mission of Defense.

Other Employment Conditions

From 2025 onwards, defense employees will no longer receive their holiday pay and year-end bonus as separate payments, but will accrue these monthly through the Individual Choice Budget (IKB). The IKB for defense employees totals 16.33 percent of the salary. With the IKB, defense employees can decide for themselves when, for what, and how much budget they spend on time, money, or tax facilities. This can be up to the maximum monthly accrued budget. The IKB can be used for:

• A maximum of 15 percent of the salary can be used monthly for the exchange of the commuting allowance.
• The monthly difference between the allowance for own transport costs for commuting and the fiscal maximum.
• A bicycle for personal use, including bicycle accessories and bicycle insurance.
• A computer that can also be used for work or study, including computer accessories and computer insurance.
• A battery or electrical parts for a bicycle.
• The payment of union membership fees.

Specifics

• A security screening (VGB) is part of the application process.
• It is mandatory for you, as a civilian applicant, to have Dutch nationality. The ability to provide a Certificate of Conduct (VOG) is a condition for employment. Furthermore, a security screening and reference check may be part of the selection procedure. This involves a background check on criminal records and financial matters, which takes an average of 8 weeks.
