For Gemeente Utrechtse Heuvelrug, we are looking for a Project Leader.
Task model business operations
You will work on concretizing, implementing, and evaluating the concept task model business operations. Additionally, you will give shape to formalizing cooperation in the social domain in the Zuid Oost Utrecht region within a central municipality, so that this cooperation is worked out in the task model business operations.

In the fall of 2024, colleagues provided advice to the management team to come up with a way of organizing that provides efficient and effective support to departments (themes). This will take into account the integral responsibility of themes within the established frameworks and quality standards.

The reason for this trajectory is:

• Unclearness about the tasks of business operations teams.
• Mismatches and unclearness in the services offered, needs, and expectations around everyone's contribution.
• Friction in cooperation between business operations and primary process, such as attitude, behavior, and not following guidelines and agreements on service delivery and task allocation.
• The need for further professionalization and quality improvement of business operations.

The design team has developed a concept task model business operations in atelier sessions. This model contains starting points for cooperation and describes four business operations roles: setting the framework, monitoring, advising, and execution. Now it's your turn to further develop this task model, implement it, and evaluate it.

Recently, efforts have been made to formalize the ZOU social domain by establishing a central municipality construction according to the Wet gemeenschappelijke regelingen (Wgr). The Gemeente Utrechtse Heuvelrug is currently serving as host municipality for employees of ZOU and will become the central municipality on January 1, 2027. In this construction, the organization is the client of four commissioning municipalities. This role has implications for important business operations processes, such as finance, legal affairs, procurement, HR, communication, IT systems, and data processing. As a central municipality, it is expected that you will work out this new form of cooperation within the task model business operations.

Goal and result
You will develop and implement the concept 'task model business operations'. This will ensure clarity about what can be expected from business operations én what business operations can expect from their clients and commissioning authorities. You will make concrete agreements per business operations task about which tasks are executed where and under what conditions. This will result in clarity, mutual understanding, and an efficient and effective working business operations that optimally contributes to achieving the organization's goals.
