Project Manager – Public Works | Conto Termico & GSE

Adecco Italia Spa is looking for a Project Manager – Public Works & Conto Termico on behalf of a rapidly expanding Energy Service Company, based in Turin.

The Role

We are seeking a Project Manager with experience in managing construction sites for Public Administrations and operational knowledge of GSE – Conto Termico procedures.

The individual will be integrated into the Operations / Project Management team and will be responsible for overseeing contracts with Public Administrations, coordinating their operational, technical, and documentation aspects. They will manage contracts from the initiation phase through to the completion of works and will handle the related incentive applications.

The ideal candidate should not only have theoretical knowledge of Conto Termico but must have already prepared and finalized GSE applications, possessing the ability to independently manage any necessary integrations, document requests, and communications with the relevant authorities.

The Company

It operates in energy efficiency as a General Contractor, offering "turnkey" solutions to industrial, public, and residential clients. It manages the entire energy requalification process, from design to construction, up to the management of Conto Termico 2.0 and 3.0 incentives.

Main Activities

• Operational management of contracts and construction sites for Public Administrations;
• planning of activities and monitoring of times, costs, and progress of works;
• coordination of companies, subcontractors, suppliers, and professionals;
• management of relations with Works Supervision, RUP, Contracting Authority, and PA technicians;
• monitoring of the schedule and management of any project criticalities;
• coordination and verification of documentation related to interim payment certificates (SAL), variations, service orders, extensions, and closure of works;
• support for the economic management of contracts and monitoring of deviations from the budget;
• coordination of document collection among designers, suppliers, Works Supervision, PA, and internal functions;
• preparation, uploading, and management of Conto Termico applications on the GSE Portal;
• verification of the technical and administrative documentation required for access to incentives;
• management of any integration requests from the GSE;
• communication with GSE representatives and monitoring of application progress;
• management of the application until its approval and the disbursement of the incentive.

✅ Essential Requirements

• Previous experience as a Project Manager, Project Engineer, or equivalent role in managing construction sites and contracts;
• experience in managing contracts/works for Public Administrations;
• knowledge of the main operational dynamics of public procurement;
• direct experience in preparing and managing Conto Termico applications;
• experience in using the GSE Portal and knowledge of the application process;
• experience in managing integration requests and communications with the GSE;
• ability to coordinate companies, suppliers, professionals, and stakeholders;
• ability to manage multiple activities and contracts simultaneously;
• good organizational and planning skills;
• autonomy, organizational skills, problem-solving, proactivity, and results orientation.

➕ Preferential Qualifications

• Degree in Engineering, Architecture, or a technical diploma;
• experience in energy requalification interventions on public buildings;
• knowledge of photovoltaic systems, heat pumps, thermal power plants, control systems, lighting, and building envelope interventions;
• knowledge of D.Lgs. 36/2023 – Public Contracts Code;
• experience in managing SAL, variations, claims, extensions, and subcontracting;
• knowledge of Conto Termico 2.0 and the new provisions of Conto Termico 3.0;
• knowledge of the technical and documentary requirements necessary for access to incentives.
