Job description
For Gemeente Leiden, we are looking for a Program Manager Regiodeal Sierteeltregio. On February 3, 2025, the Rijk announced that the Regio Deal for the Sierteeltregio “Healthy living between flowers, bulbs, and trees” has been selected for the Regio Deal in the sixth tranche. The Rijk has reserved 10 million euros for the proposal from the greenport regions of Aalsmeer, Boskoop, and Duin- en Bollenstreek. As of January 1, 2026, the implementation of the Regio Deal Sierteeltregio will start.
Since the allocation, the triple helix collaboration between municipalities, Greenports, Economic Boards, and educational institutions has been shaped. A lot has been invested in involving relevant parties in the Regio Deal. Various cooperation agreements have been concluded to work together from January 1: the objectives are set out in a covenant with the Rijksoverheid, a cooperation agreement has been drawn up on the manner of implementation with regional parties, a start program is ready with (planned) projects, and a subsidy regulation has been set up for the allocation of funds.
As a program manager, you are responsible for coordinating and implementing the Regio Deal Sierteeltregio in collaboration with a large number of partners. You will lead the core team and be responsible for communicating with regional partners and the Rijk. The substantive focus lies on a healthy and sustainable living environment, education, and labor market.

Your responsibilities are:
- Holding an overview of the entire program: you monitor the objectives of the Regio Deal and steer towards coherence between the different program lines.
- You monitor the substantive, financial, and organizational frameworks of the program.
- You build a network and maintain it together with the core team, including organizing meetings.
- You prepare the agenda for the core group and chair the meetings of the core group.
- You prepare the agenda and decision-making documents for the Regio Deal Steering Group, in consultation with the core team and the administrative commissioner.
- You prepare the agenda for the directors' meeting, in consultation with the chairman of the directors' meeting.
- You organize the Rijk-Regio meeting in coordination with the dealmaker from the Rijk and the core team.
- In collaboration with the Regiokassier, you are responsible for accountability, monitoring, and progress reporting to the Steering Group and the Rijk.
- You ensure information provision and communication around the program, in collaboration with the communications advisor of the Regio Deal.
Your profile
- You have at least 3 years of recent experience with process and program management, including the trajectory from project idea to concrete project application.
- You possess experience with complex administrative processes and decision-making, and can explain this using examples.
- You can describe how you lead the core team and what approach and results you have achieved in a team setting.
- You have experience within a triple helix collaboration.
- You have affinity with Greenports and/or floriculture.
- You have affinity with connecting education and labor market and/or with working conditions of labor migrants.
- You possess good oral and communication skills and can explain how you will fill the role of contact point and face of the Regio Deal.
