Department Information
GVB APP (Advice, Project Management, and PMO) provides all necessary project professionals for GVB's multidisciplinary project teams (technical knowledge and advice, program and project management, quality management, and project control). We do this from a centrally managed pool.
We provide advice for improving customer value and efficiency of GVB processes (Lean), enabling the business to achieve its performance objectives (performance and cost levels). We provide technical and business advice, as well as project management advice, upon request.
Our clients can expect from us: continuous improvement, uniform quality standards, and cost awareness. We critically review the APP proposition and the department's size with the GVB business annually. This ensures APP delivers what is needed and GVB saves where desired and possible.
For the Project and Program Management team within the APP department, we are looking for an enthusiastic Program Manager for 36 hours per week, who realizes programs or projects through senior-level program management. The assigned programs or projects are strategic in nature and crucial for GVB's services, products, and operations.
What you will do
As a Program Manager, you will naturally organize the program and its processes. You will organize, manage, and advise on program decision-making by the Board and stakeholders. You will manage the program (including stakeholder management) and make decisions on all aspects within the program frameworks. Furthermore, you will proactively inform/involve the Board and/or stakeholders about program-determining developments or issues and organize control and accountability. Your seniority will be particularly evident in programs with an external component, where you will ensure governmental and political support.
You will be fully responsible for the delivery of program(s) and for achieving maximum program results within the context of the program's frameworks and objectives. You will also be responsible for your productivity (deployment in projects) and client satisfaction. Finally, we expect you to exhibit senior-level exemplary behavior towards other program managers, project managers, and project leaders. The Program Manager is part of the Project and Program Management department of APP and reports directly to the Head of APP.
What you bring
You have a completed WO (University) education and extensive experience (>10 years) as a manager, program manager, or project manager. You have knowledge of program and project management, knowledge of the Amsterdam public transport system at a strategic, tactical, and operational level, and knowledge of the organization and strategic decision-making at GVB and its stakeholders. You also have demonstrable experience with project-based work (MSP, PRINCE2, IPMA) and project control in a complex environment. The most important competencies for the Program Manager are coaching, connecting, vision, entrepreneurship, and traveler-driven. You also possess the competencies of providing direction and environmental awareness (complex, multi-stakeholder environment). We expect a good command of Dutch and English in a technical-business context. Proficiency in German is a plus.

- A Program Manager earns a monthly salary between €5,941 and €7,823 gross (36 hours, scale 13) based on a 36-hour week, depending on education and experience.
- A Senior Program Manager earns a monthly salary between €6,296 and €8,563 gross (36 hours, scale 14) based on a 36-hour week, depending on education and experience.
- A 13th month, 8% holiday allowance, 1.5% sustainable employability allowance, and a good pension through ABP.
