Program Manager Energy Transition

For Gemeente Zwolle we are looking for a Program Manager Energy Transition.
You will work within the department of Project-, Programma- and Procesmanagement, where more than 160 colleagues collaborate to achieve the ambitions of Zwolle. The emphasis lies on realizing various spatial and physical programs, projects, and processes. At the same time, the department is increasingly being used for other domains.

You have a unique, autonomous role within the team, where active contact and sharing knowledge stand central. You contribute to personal and professional growth, so you are well prepared for complex questions that are posed to the organization.

As you work on the Energy Transition Program, you focus on energy saving, generating sustainable energy, and developing a future-proof energy infrastructure. You play an important role in the transition to a gas-free society according to the guideline of the heat program Zwolle Gas-Free 2026-2036, with special attention for insulation approaches for various target groups such as low-income households.

You also focus on setting up the heat company Zwolle, which serves as an instrument to develop heating networks in new areas and within the existing city. You stimulate the development of sustainable energy sources such as wind energy, solar energy, green gas, aquathermy, and geothermy. You are also involved in realizing a robust energy system, including strengthening and making the electricity network smarter, all in line with the future vision of the energy system Zwolle (in development).

A research is currently being conducted to optimize the steering and organization of the program. Decision-making on this will be prepared by early 2026, followed by an implementation assignment. Your responsibilities include at least:

1. Direct management of the program team, with emphasis on team formation and collaboration
2. Steering the progress of the year program 2026 and maintaining contact with executive and administrative order-givers
3. Strengthening the relationship between the energy program and the area programs within the city, with the goal of jointly concretizing strategic goals, roles, and responsibilities, resulting in a cooperation agreement for 2026 and 2027
4. Formulating conclusions and recommendations on the structure and steering of the program and preparing decision-making thereon
