The Royal Netherlands Marechaussee (KMar) continuously works on its military readiness. An important part of this is ensuring that military personnel are and remain physically prepared for the work they do.
Within the 'Function Clusters; Fit for Function' program, we are therefore working on the further development of the physical readiness of military personnel. The program brings about changes in policy, processes, and organizational structure, directly impacting the military readiness of the KMar.
As Program Coordinator, you are at the heart of this change. You will work closely with the Program Manager and three Project Leaders, but your field of work is broader. From within the program, you will engage with various levels of the KMar: from subject matter specialists and colleagues from operations to brigade commanders and strategic leadership.
Do you want to contribute to a change that directly enhances the military readiness of the KMar? Then read on.
What will you do?
As Program Coordinator, you will help the Program Manager maintain control over the program as a whole. You will work closely with three Project Leaders, each responsible for their own project. You will consolidate information from these projects and make visible the program's status and areas requiring attention.
To achieve this, you will have extensive contact with the Project Leaders. You will gather information on progress, results, planning, risks, and dependencies, and critically assess what is provided. Does information from different projects align? Is anything missing? Or does a development in one project have implications for another? If so, you will ask questions and discuss this with the Program Manager or Project Leader. This helps prevent bottlenecks from becoming apparent too late and ensures that the various projects work cohesively towards the program's outcome.
From this central position, you will engage with many different areas within the KMar. You will liaise with subject matter colleagues from staff and operations and, together with the Program Manager or Project Leaders, attend meetings with brigade commanders. You will also be involved in discussions at the tactical and strategic level, where colonels and generals, for example, are present. This allows you to see not only how decisions are made but also what their implications are further down the organization.
You play an important role in relation to these meetings. You will support the preparation process and ensure that the necessary information and documents are available. During the meeting, you will keenly track which agreements and decisions are made and what actions follow from them. Afterward, you will document these and follow up on the actions. This is necessary because a decision at one level can have consequences for multiple projects or other parts of the KMar. This ensures that agreements remain clear and the organization can proceed accordingly.
You will also contribute to progress reports and the preparation of decision-making. You will distill information to its core: where do we stand, what is on track, where are the risks, and where is attention or a decision needed? This helps the Program Manager discuss topics at the right time and at the appropriate level.
Furthermore, you will ensure that important changes, agreements, and program documentation are kept up-to-date and that the program operates using consistent working methods. This is not an end in itself but ensures that the Program Manager, Project Leaders, and other stakeholders can work from the same current picture. This is essential for maintaining cohesion and progress, especially with three projects and many different stakeholders involved. Monitoring this quality and consistency is also an explicit part of the Program Coordinator's role in the program plan.
Job Requirements
What energizes you?
You find it interesting to be at the center of a program where content, execution, and decision-making converge. You like to maintain an overview but also want to understand what lies behind a plan or report. Why is something not going as expected? What are the consequences for other projects? And what is needed to move forward?
You are not someone who simply processes information and passes it on. You think along, ask questions, and investigate matters when something is unclear. If information from different projects does not align well, an agreement remains too informal, or a change appears to have implications for other activities, you want to know what is going on.
The variety in contacts appeals to you. One moment you are coordinating with a Project Leader, later you join a discussion with a brigade commander, and then you work on information for a meeting with strategic leadership. You can switch between these different worlds and sense what each situation requires of you.
You work meticulously but are not passive. You follow up on agreements, identify when something is at risk of being neglected, and dare to ask questions, even when someone has been with the organization longer or holds a higher rank. You do not need to be the content owner yourself. Your strength lies in overseeing the whole, making connections, and ensuring that the right information is available at the right time.
You do not need to know the KMar completely from day one. However, you are curious about how the organization works and quickly grasp new subjects. By interacting with many different parts and levels of the KMar through the program, you will get to know the organization well in a short period.
Ultimately, you do this not just to keep the program well-organized. By ensuring that projects align, bottlenecks are identified in time, and decisions are followed up, you contribute to a change that should further strengthen the physical and thus military readiness of the KMar. That is ultimately what the program is intended for.
What we ask
For this position, we require:
- HBO (higher professional education) work and thinking level, for example, with a degree in public administration or business administration;
- experience in a program, project, or project support role within a complex organization;
- experience with preparing progress reports, meetings, and decision-making;
- the ability to collect, organize, and distill information from different projects to what is relevant for progress and decision-making;
- a sense for process quality and meticulous work with agreements, decisions, and documentation;
- easy communication with various dialogue partners and the ability to move between operational, tactical, and strategic levels.
Knowledge of program management and governance is a plus. Experience with Managing Successful Programmes (MSP) and/or Projects IN Controlled Environments (PRINCE2) is a good fit. Experience within Defense, the Dutch government, or another complex public organization is also a plus.
We are primarily looking for someone who looks beyond the information directly in front of them. You make connections between projects, ask follow-up questions when something is unclear, and dare to discuss points of attention. You work meticulously, take initiative, and are confident enough to communicate with various levels within the organization.
At the KMar, we consider objective recruitment and selection important. You can read how to apply in the 'Special Conditions' section.
