Professional environment:

The ASP is an administrative public establishment under dual supervision (Agriculture and Employment). The ASP is the leading European paying agency for agricultural aid under the common agricultural policy (CAP). It contributes to the implementation of European, national, and local public policies and has recognized expertise in administrative engineering, processing, controls, payments, and recoveries.

You will join the Directorate of Employment, Environment, and Social Policies (DIREEPS), which is responsible for the operational implementation of 70 public policies entrusted to the ASP by fifteen ministries and national agencies such as apprenticeship, partial unemployment, civic service, bonus, ecological leasing, ...

You will integrate the IT project engineering and management service (SI2PI). This service is responsible for the operational project ownership of management and payment tools for national and regional public aid.

On behalf of the State, you will serve the citizens who benefit from employment-related aid.

Objectives:

For your IT project in the field of public aid, you will be responsible for:

  • the functional design of a new application and in particular the Backlog (gathering requirements, defining and prioritizing the "Product Backlog", monitoring dashboards and reports necessary for product activity management, acceptance testing, documentation, training), in conjunction with multidisciplinary teams (ministries, business referents, IT department, management, ...).

  • the management of the product team, conducted in agile methodology, ensuring deadlines are met, deliverable quality, reporting, and communication between stakeholders throughout the project.

Main missions:

BUSINESS VISION REFERENT

  • Champion the product vision, taking business needs into account

  • Conduct strategic thinking for upcoming releases

  • Ensure the interface between the client (internal or ministry) and the product teams

SHARING NEEDS WITH THE TEAM

  • Lead the team and project instances (stand-ups, steering committees, retrospectives) in close collaboration with the Scrum Master, the line manager, and the release manager.

  • Formulate and clearly communicate the product objective to the agile team, and answer questions

  • Ensure compliance with standards (RGAA, RGS, RGPD, Service Public+)

  • Participate in the scoping of technological evolutions (migrations, implementation of new tools) and monitor their implementation by the DNSI

VALUE-BASED PRIORITIZATION

  • Gather requirements

  • Define, prioritize, and validate the Backlog transparently

ACCEPTANCE TESTING OF BUSINESS ELEMENTS

  • Organize the testing strategy and execution

  • Collect user feedback, evaluate the performance of used releases

  • Supervise production monitoring

PROJECT MANAGEMENT

  • Organize and manage stakeholder involvement

  • Participate in the formation of the project team with the release manager

  • Scope, anticipate, estimate workloads, budget, and resource needs

  • Report, escalate alerts, and be proactive in organization and management
