Role Summary
The M&E Officer leads design and implementation of the project’s performance monitoring, evaluation, and learning agenda to measure results and drive continuous improvement. This role ensures evidence-based decision-making and adaptive management across all project activities.

Key Responsibilities

  • Design, implement, and operate the full M&E system from project initiation to closeout, including logic model/results framework, performance indicators, baseline and targets.
  • Facilitate strategic planning and performance measurement, including indicator design, target setting, reporting, and development of performance monitoring plans.
  • Lead learning and adaptation processes, including cross-team learning and sense-making workshops.
  • Develop and refine data collection tools, oversee data quality assurance, and perform quantitative and qualitative data analysis.
  • Produce timely M&E reports for USDOL and project stakeholders and contribute to sustainability planning.
Minimum Qualifications
  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, social sciences, or a related field.
  • Five (5)+ years of senior M&E experience on international donor-funded projects.
  • Demonstrated success designing, implementing, and operating project M&E systems from start-up through closeout.
  • Experience facilitating and coordinating learning and adaptation processes.
  • Strong skills in data collection tool design and data analysis.
  • Experience working in or supporting projects in Mexico and familiarity with the project’s focus areas preferred.
  • Fluency in Spanish and proficiency in English, oral and written.
Position contingent on funding.
