The city of Emden is looking for a (m/f/d) for the Department of Environment and Climate Protection as soon as possible, for a fixed term of two years:

The classification is according to pay group 11 TVöD.

The position is generally suitable for part-time work. A request for part-time work will be reviewed considering the operational requirements.

• Monitoring of facilities not requiring a permit, which fall within the responsibility of the independent city of Emden, in accordance with the requirements of the Federal Immission Control Act (BImSchG), the Federal Immission Control Ordinances (BImSchV), as well as other public law regulations on immission control,
• Processing of complaints regarding emissions (e.g., noise, light, dust) relating to facilities not requiring a permit,
• Issuing orders in cases of violations of the BImSchG and the BImSchVO,
• Participation in application conferences and coordination with investors, companies, authorities, and specialist offices regarding the immission control concerns to be represented by the city of Emden,
• Support and representation in the immission control area of facilities requiring a permit, including in connection with the erection and "repowering" of wind turbines,
• Processing of inquiries and tasks in the area of the lower chemicals authority, including monitoring, requesting information and expert opinions, as well as issuing individual orders for the sale and placing on the market of hazardous substances, mixtures, products, and biocides in retail and by private individuals,
• Participation in on-call duty – substances hazardous to water (oil readiness).

A change in the scope of duties is expressly reserved.

• A completed university degree (Bachelor/Master/Diploma) in the fields of environmental engineering, engineering, or chemical and environmental technology is a prerequisite,
• alternatively, a successfully completed university degree (Bachelor/Master/Diploma) combined with proven professional experience in the field of immission control permitting procedures,
• administrative experience is desirable,
• fluent German language skills in speaking and writing (at least C1 level),
• good IT user skills in common Office applications,
• assertiveness, negotiation skills, resilience, appropriate handling of conflict situations, and a confident demeanor, ability to establish contact and work in a team, coupled with enjoyment of interacting with people and the ability to work in a practice- and team-oriented manner,
• a driver's license class B.
