Manager (SIM Database)

We are looking for a passionate candidate to join SGNIC team to combat scams in Singapore. One of the latest anti-scam initiatives lead by IMDA is to further tighten SIM card registration processes to minimise criminal exploitation. SGNIC is appointed to operate and maintain a centralised SIM card database. This Technical Manager role oversees the operations, maintenance and enhancement of the system, and is responsible for ensuring L1 support service level, security, stability, resilience and scalability. The successful candidate will be expected to lead and manage a team of technical professionals to deliver high-quality solutions that meet the needs of SGNIC's stakeholders. Key responsibilities include but are not limited to: • Oversee the design, development, testing, deployment, maintenance and enhancement of SIM database system; • Ensure the system meets the required service level agreements (SLAs) for L1 support; • Collaborate with cross-functional teams to identify and prioritize technical requirements; • Develop and maintain technical documentation and knowledge base; • Provide technical guidance and mentorship to team members; • Stay up-to-date with industry trends, technologies and best practices; • Ensure compliance with relevant regulations and standards; • Manage and resolve technical issues in a timely manner; • Collaborate with other teams to ensure seamless integration of SIM database system with other systems; • Develop and maintain relationships with stakeholders to ensure their needs are met. Requirements: • Bachelor's degree in Computer Science, Information Technology or related field; • At least 5 years of experience in a technical leadership role; • Strong understanding of SIM card registration processes and anti-scam initiatives; • Experience with database management systems and data analytics tools; • Excellent communication, interpersonal and problem-solving skills; • Ability to work independently and as part of a team; • Strong analytical and technical skills; • Familiarity with Agile development methodologies and version control systems.
