Job description

Flevoland is growing and the tasks are becoming more complex. As Manager Legal Affairs & Procurement, you will lead legal experts and procurement professionals. You connect people, set direction, and ensure that your team optimally contributes to a strong, future-proof province.

Your New Workplace
As Manager Legal Affairs & Procurement, you will lead the team that lays the foundation for this. You will manage legal experts and procurement professionals who daily contribute to important tasks in the areas of housing, energy, mobility, nature, and economy. A team of passionate professionals with expertise in administrative law, environmental law, the Government Information (Public Access) Act (Woo), legal advice, tenders, and procurement.

Legal quality and professional client management are indispensable for a province that wants to achieve societal results. Whether it concerns housing development, energy transition, infrastructure, nature development, or economic growth: your team ensures that the province acts lawfully, carefully, and efficiently.

Within the team, legal specialists and procurement professionals work closely together. Each discipline has its own expertise, but together they make an important contribution to high-quality decision-making and professional execution of provincial tasks.

These are professionals who know what they are talking about. Your role is therefore primarily to facilitate, support, and connect them with each other. You ensure clarity in expectations and priorities and help the team to grow further.

In addition, you are part of the province's management. Together with fellow managers, you contribute to the development of the organization as a whole.

Where You Make a Difference
You will lead a team that operates in an environment where interests sometimes diverge and issues can be complex. That's precisely when you are at your best.

You will focus not only on the substantive results of the team but primarily on the conditions under which professionals excel. You bring focus, set clear expectations, and ensure priorities that align with organizational goals.

You provide space where possible, direction where necessary, and hold responsibilities where they belong. In doing so, you create a professional work environment in which people show ownership, take responsibility, and achieve results together.

Furthermore, you are a strategic sparring partner for administrators, the corporate directorate, and fellow managers. You can make complex interests and dilemmas transparent, stimulate integrated considerations, and contribute to careful decision-making. You look beyond the interest of your own team and actively contribute to the development of the organization as a whole.

Specifically:
  • You lead legal professionals and procurement advisors.
  • You ensure focus, priorities, and good collaboration within the team.
  • You are responsible for the quality of service delivery.
  • You support employees in their development and encourage ownership.
  • You translate developments within and outside the organization into concrete actions.
  • You are a discussion partner for administrators, the directorate, and fellow managers.
  • You contribute to the further development of the organization.

Salary and More
With us, you get the space to make a real difference. You work on plans that don't end up in a drawer but are actually visible externally. From the initial idea to concrete execution. This is the place where ideas can grow: if it can happen anywhere, it can happen here. And that is also reflected in what we offer you:
  • A salary between a minimum of €5,407.15 and a maximum of €7,648.47 based on 36 hours, which matches your experience and education.
  • A one-year contract, and if the collaboration feels good from both sides, we would be happy to welcome you as a permanent colleague.
  • An Individual Choice Budget (IKB) of 22.37%.
  • Flexibility in your working hours: hybrid working, the choice to save ADV days (days off in lieu of overtime) or buy extra vacation days; it's up to you.
  • A pension scheme with ABP, so you are well prepared for the future.
  • Choice between a Windows laptop or MacBook and an iPhone.
  • Travel as it suits you: with the NS-Businesscard or with mileage reimbursement (€0.25 per km).
  • A training budget of €6,000 (for 5 years) to keep learning, discovering, and growing.
  • A workplace just a 2-minute walk from Lelystad station.
  • Fresh fruit every day and your own gym at the office.

What Kind of Doer Are You
You are an experienced manager who gives people space without letting go. You don't need to have an opinion on everything to provide direction. You understand how professionals work and know what they need from a manager. Sometimes it's a critical question, sometimes clear frameworks, and sometimes trust.

This is a role for a leader who can connect people, dares to set direction, and achieves results together with others in an administrative environment that is constantly changing. You are also comfortable in an environment where administration, politics, and organization come together. You understand that interests can differ and know how to maintain connection without losing sight of the result.

You think along about the organization as a whole, look beyond your own team, and actively seek collaboration. You are visible, approachable, and clear in your expectations. People know what to expect from you.

To enhance your talent, you also have:
  • University level work and thinking level.
  • A relevant education that supports your management role.
  • Experience as a manager within a complex organization.
  • Affinity with legal services and public procurement, so you understand the context of the team's work.
  • Experience with organizational development, team development, and change management.
  • Political-administrative sensitivity and excellent communication skills.
