IT DEPARTMENT MANAGER

Job Mission

Ensures the functioning, security, and continuity of the IT infrastructure and support services for all companies of the Erbașu Group, and is responsible for the group's IT compliance (NIS2, GDPR, IT controls for financial audit).

Main Responsibilities

IT Strategy and Governance

·        Develops and maintains the group's IT infrastructure strategy for a 3-year horizon, with an associated investment plan.

·        Builds and manages the annual IT budget and the service settlement model between group entities.

·        Maintains the IT service catalog and service level agreements with the entities.

·        Collects, evaluates, and prioritizes entity requests.

·        Defines infrastructure technical standards and approves IT purchases within entities.

·        Reports monthly to group management: availability, SLA, incidents, cost, risks.

Support and Workstation Services

·        Is responsible for the functioning of technical support and adherence to SLAs.

·        Ensures the provision and maintenance of workstations for all personnel categories, including field staff.

·        Guarantees the complete onboarding/offboarding process, in coordination with HR, with strict deadlines for access deactivation.

·        Ensures the IT provision for site organizations upon opening and the recovery of equipment upon closure.

·        Manages contracts including printing and consumables, with cost tracking.

Infrastructure, Network, and Continuity

·        Is responsible for the availability of the server, network, and communication infrastructure across all locations.

·        Ensures the backup policy, its execution, and periodic restoration testing.

·        Develops, maintains, and annually tests the continuity and disaster recovery plan.

·        Ensures the connectivity of temporary locations within the deadlines required by production.

Cybersecurity

·        Develops the group's security policies.

·        Is responsible for endpoint protection, email security, perimeter security, and vulnerability management.

·        Ensures monitoring and incident response capabilities.

·        Leads the response to security incidents, including notifying authorities within legal deadlines.

·        Organizes the annual awareness training program and simulated phishing test campaigns.

·        Evaluates the security of critical IT vendors.

Compliance, Risk, and Audit

·        Is responsible for the NIS2 compliance program (for entities within scope: applicability analysis, action plan, records, reporting).

·        Ensures GDPR technical compliance measures and supports the group's DPO.

·        Provides records for general IT controls required by financial audit (access, changes, operations).

·        Maintains the IT risk register and presents it quarterly to management.

·        Is responsible for retention policies and legal archiving.

Team and Vendor Management

·        Structures the team, defines roles, and ensures critical competencies are covered.

·        Recruits, evaluates, and develops department personnel; plans professional training.

·        Organizes on-call duty and coverage outside of working hours for critical services.

·        Selects, negotiates with, and evaluates IT vendors; is responsible for adherence to contractual SLAs.

·        Manages the license inventory and licensing compliance.

Ideal Candidate Profile

Mandatory Requirements

·        Minimum 5 years coordinating an IT team (minimum 8 people), in organizations with multiple legal entities or geographically dispersed locations: construction, infrastructure, production, distribution, retail, utilities, logistics, or services with a network of branches.

·        Demonstrated experience in building an IT function, not just managing an existing one: introducing processes, procedures, and tools that did not exist previously.

·        Experience in IT vendor management: selection, negotiation, contracting, service level monitoring.

·        Experience in building and tracking an annual IT budget, with justification to management.

·        Solid knowledge of on-premise infrastructure: servers, virtualization, network and VPN, Active Directory and identity management, backup and restore, endpoint protection.

·        Higher education in computer science, automation, telecommunications, engineering, or related fields. Equivalent, demonstrated experience can compensate.

·        Availability for periodic travel to group locations and construction sites; Category B driving license.

·        English language – intermediate level, for technical and contractual documentation.

·        Implementation of complex IT projects or integrated solutions in medium/large organizations.

·        Exposure to compliance and audit requirements: NIS2 or ISO, GDPR, general IT controls in financial audit.

·        Experience in organizations with field users and temporary infrastructure.

·        Experience in recruiting and developing a technical team.

·        Ability to prioritize with incomplete information, when all requests seem urgent.

·        Communication adapted to the audience: the same problem explained technically to the team and in terms of cost and risk to management.

·        Documentary rigor – what is not written cannot be handed over, audited, or budgeted.

·        Ability to stand firm on an uncomfortable position in front of management and group entities.

·        Coordination without direct hierarchical authority, in the relationship with group entities.
