Safety Manager and Aeronautical Security Officer

We are looking for a dedicated professional for the position of Safety Manager and Aeronautical Security Officer to join our team in the aviation industry. This role is vital for ensuring compliance with security standards and maintaining a safe environment within aeronautical operations.

Responsibilities:

  • 1.Is part of the heliport operational staff.
  • 2.Reports directly to the responsible Manager.
  • 3.Performs duties in shifts.
  • 4.During duty, manages the Firefighting and Rescue Service and has two rescue agents under his supervision.
  • 5.Knows the operation and exploitation of all heliport equipment and the fire extinguishing system.
  • 6.Knows and applies the provisions of the approved heliport documents.
  • 7.During duty, cooperates with the Emergency Medical Service (SMURD/UPU) and hospital departments regarding aeromedical activities.
  • On the aeronautical safety line:
  • 1.Develops, maintains, and manages the safety management system.
  • 2.Has direct access to the Heliport Administrator.
  • 3.Acts independently in carrying out his duties.
  • 4.Is responsible for safety issues, serving as the focal point and responsible for the development, administration, and maintenance of an effective safety management system.
  • 5.Must know the requirements of the Safety Management System and the Safety Management System Manual.
  • 6.Manages and is responsible for the operational activity of the heliport during duty.
  • 7.Must continuously know the applicable civil aviation regulations and heliport documents.
  • 8.Participates in training exercises provided for in the Training and Exercises Plan.
  • 9.Constantly strives to raise the level of specialized technical training necessary for the competent performance of the specific activity.
  • 10.Carries out his activity in accordance with his training and instruction, as well as with the instructions received, so as not to endanger himself or other persons who may be affected by his actions or omissions during the work process.
  • 11.Acquires and respects the provisions of the legislation in the field of occupational safety and health and the measures for their application.
  • 12.Performs other tasks, in accordance with the law and professional training, established by a decision of the Heliport Administrator.
  • On the aeronautical security line:
  • 1.Is responsible for the development and updating of the Aeronautical Security Program and for informing the CAA-DSA (Civil Aviation Authority - Security Directorate) about any changes to it.
  • 2.Is responsible for maintaining adequate security standards in all areas of heliport aeronautical operations.
  • 3.Is responsible for developing the security program measures and procedures, amending them, and implementing them.
  • 4.Ensures that the provisions of the security program are known to the heliport staff, on a need-to-know basis.
  • 5.Remediates any deficiencies during internal audits and/or inspections carried out by the competent civil aviation security authority.
  • 6.Initiates the application of stricter security measures when requested by the competent civil aviation security authority.
  • 7.Is a member of the Heliport Aeronautical Security Committee and carries out the activities provided for in the Aeronautical Security Program.
  • 8.Is a member of the Heliport Crisis Management Committee and carries out the activities provided for in the Crisis Management Plan.
  • 9.Acts as a liaison person in all matters concerning civil aviation security and is the contact person with the competent civil aviation security authority and other central or local authorities.
  • 10.Is responsible for the development and modification of the Crisis Management Plan.
  • 11.Ensures that personnel are recruited in accordance with the provisions of Chapter 11 of Commission Implementing Regulation (EU) No 1998/2015 and the requirements of the National Civil Aviation Security Training Program - PNPSAC.
  • 12.Ensures that personnel are trained in accordance with the provisions of Chapter 11 of Commission Implementing Regulation (EU) No 1998/2015 and the requirements of the National Civil Aviation Security Training Program - PNPSAC.
  • 13.Informs the responsible Manager about any deviation from the measures described in the security program and the actions taken to prevent the occurrence of such incidents in the future.
  • 14.Ensures the continuous effectiveness of the Aeronautical Security Program by conducting internal audits, inspections, and by encouraging internal security analysis processes.
  • 15.Develops and implements the aeronautical security training plan for different categories of hospital staff involved in aeromedical missions at the heliport.
  • 16.Reports, in accordance with current provisions, to aeronautical security authorities about acts of illicit interference, as well as about any events concerning the aeronautical security of civil aviation operations.
  • 17.Constantly strives to raise the level of specialized technical training necessary for the competent performance of the specific activity.
  • 18.Reports to the heliport management any events, incidents, attempts, or any other act of illicit interference.

Requirements:

  • Higher technical education, specialized courses;
  • Physically and mentally fit for fire prevention and extinguishing activities;
  • Computer operation/programming skills - intermediate level;
  • Previous experience in aeronautical security or a similar role;
  • Solid knowledge of aeronautical security regulations and standards;
  • Excellent communication and team coordination skills;
  • Ability to work under pressure and make quick and effective decisions in emergency situations;
  • Certification in aeronautical security is an advantage.
