For City of Utrecht we are looking for a Lobbyist Netcongestie. Utrecht needs your expertise!

The provinces Flevoland, Gelderland and Utrecht (FGU) belong to the areas with the greatest challenges in terms of net congestion and are reaching the limits of their network capacity. Due to the growth of the city and region and the transition to a sustainable energy supply, it is essential that measures are taken. The City of Utrecht has developed a strategy to tackle net congestion. In this role you will work together with the teams net congestion and lobby & networking to realize this strategy. You are the one who temporarily brings the set course into practice.

Your responsibilities

• You implement the lobbying strategy for net congestion, drive processes forward, monitor these and mobilize partners. You ensure that you are at the right moment, in the right place with the right message.
• You support directors and board members in their participation in discussions with Energy Board, FGU, G4, VNG, KGG and VRO.
• You support communication by setting up speaking lines.
• You inform and involve the top administrative staff and councilors of the City of Utrecht in an adequate manner regarding the lobbying strategy.

What you achieve

You book tangible progress in the first steps of the lobbying strategy. This includes developing a approach for cost-conscious new construction, making congestion relievers possible, a new way of allocation, prioritization and reservation of capacity and accelerating network expansion. You ensure that Utrecht is better represented at decision-making and that decisions from other authorities and network operators are increasingly moving in the desired direction.

Your profile

• You have at least 3 years of work experience in a similar function.
• You keep track of the long-term perspective and bring predictability to the lobbying strategy, even if the environment is ad hoc and unpredictable.
• You are an experienced strategic advisor, preferably with good or quickly buildable contacts with the relevant ministries.
• You possess experience in or knowledge of energy transition, net congestion and/or spatial development.
• It's a plus if you're familiar with the problematics surrounding net congestion in Utrecht.
• With your experience and quick thinking, you shape and support the lobbying process.
• In a hectic and complex environment, you keep an overview and remain calm.
