Quarterly Advisor to the Board of Directors

For Work Organization BUCH, we are looking for a Quarterly Advisor to the Board of Directors. You will work as an advisor to the Board of Directors at Municipality Bergen and focus on reducing vulnerability in the approval route of college advice. You will fulfill a central role, in which you not only take over the existing tasks from the assistant-municipal secretary, but also work together with others to reorganize the advisory process. Together with other stakeholders, you will give a new meaning to the way of working and task distribution between the council secretariat, municipal secretary, assistant-municipal secretary, and board advisor.

Your assignment consists of two main tasks:
  • In close coordination with the municipal secretary, you will map out the roles, tasks, and responsibilities of a board advisor and research how these relate to other functions within the organization.
  • You will perform the duties of a board advisor and take the initiative to explore what is needed in this function. You will thus lay the foundation for the permanent filling of the role in the future.

As a board advisor, you are the sounding board for college members on important governance issues. You advise them from a broad, strategic perspective on larger files and coordinate with policy advisors, team and domain managers. This is done through one-on-one conversations or during, for example, portfolio holder meetings.
You ensure good organization and support of the decision-making process. In this context, you are the point of contact, sparring partner, and advisor to the municipal secretary. Together with the other board advisor/assistant-municipal secretary, you will take charge of the process and coordinate the information and document flow, supported by the council secretariat. You work intensively together with the council, municipal controller, project leaders, area coordinators, and communication advisors.
You evaluate college advice together with the other board advisor/assistant-municipal secretary on completeness, consistency (content-wise, process-wise, relationally), and readability. From a facilitating role, you contribute to improving the quality of documents.

Your profile
  • You move easily in a quarter-maker function; besides your role as board advisor, you focus on redistributing tasks between council, secretariat, assistant-municipal secretary, board advisor, and municipal secretary. You oversee the entire decision-making and advisory process and know how to recognize opportunities for improvement.
  • You use a connecting way of communicating and know how to stimulate change with respect for existing structures. You can involve people in innovation without arousing resistance.
  • You have demonstrable experience with municipal decision-making processes and derive satisfaction from streamlining these.
  • You are a generalist with an eye for detail, possess a strong environmental awareness, and understand the importance of political-bureaucratic relationships.
  • You feel the pulse of developments within both society and the municipality and are result-oriented, initiative-taking, and work well together.
  • You communicate clearly, persuasively, and maintain effortless relationships.
  • In your role, you support the college in connecting portfolios and advising various portfolio holders independently, whether requested or not.
