Knowledge Modeler
Job description
For the Tax Authority, we are looking for a Knowledge Modeler.
As a knowledge modeler, you will translate legislation and policy into formal knowledge models. You will ensure the connection with the implementation practice. You understand and manage the semantic concept model and the conceptual information model of your area(s) of attention. A knowledge model forms the basis for transparent organization of (digital) implementation.
You will work together with lawyers, policymakers, domain experts, data modelers, and rule analysts. Within chains, you ensure that models are content-wise correct and contribute to the strategic goals of the organization. In this way, you contribute to a reliable and clear organization of (digital) implementation.
You actively contribute to digitalization projects and build towards a future-proof Tax Authority where knowledge is central. In this role, you give direction to the development of knowledge models and translate legislation into applicable models. With your expertise in formal logic, you link rules and data. You monitor the quality and coherence of knowledge models and ensure that the concept model and conceptual information model are maintained.
The Tax Authority stands for the challenge of modeling all data and knowledge domains according to the reference architecture for data management (RA GGHH), where modeled metadata is crucial for legal compliance, responsible data management, and flexibility in response to societal and technological changes. In the Multi-Year Vision 2025-2030, improving service delivery is central, so that citizens and entrepreneurs have confidence in the Tax Authority and employees can be proud of it.
Modeled data forms a basis for realizing this ambition and is essential for both 'Order on Basis' and 'Continuous Improvement of Service Delivery, Supervision, and Detection'. Administrations and knowledge domains are translated into three interconnected models: SBM (Semantic Concept Model), CIM (Conceptual Information Model) and LGA (Logical Data Use model). SBM sets the meaning of concepts, CIM translates that into a logical data structure, and LGA describes how data is used in practice. Together, these models ensure unambiguous, structured, and reliable data use within and between organizations.
