IT Administrator (with Microsoft Power Platform)

The U.S. Mission in Bucharest is seeking eligible and qualified applicants for the IT Administrator (Senior) role in the Diplomatic Technology office. The focus of the position is on Microsoft Power Platform apps, as well as data︇︊︍︉︃︋︇︉︂︆︄︅︁︁︎︌︈︂︇︍︈︆︅️︊︄︈︌︊︎︂︎

POSITION REQUIREMENTS:
Education: Bachelor’s degree in Computer Science, Information Systems, Electrical Engineering, Library and Data Science/Analytics, or any Audio/Visual Communications and Technology is required.
Experience: FOR FULL PERFORMANCE GRADE FSN-9: A minimum of 5 years working experience in computer networking operations, network management or utilization of computer systems.
OR FOR TRAINEE GRADE FSN-8: 4 years working experience in computer networking operations, network management or utilization of computer systems..
OR FOR TRAINEE GRADE FSN-7: 3 years working experience in computer networking operations, network management or utilization of computer systems.

Language: Fluent English and Fluent Romanian required. This may be tested.

Job Knowledge:

• Networking & Security: Knowledge of network protocols (LAN, WAN, TCP/IP, OSI model), network equipment (routers, switches, firewalls, servers), and cybersecurity principles (encryption, VPNs, defense-in-depth strategies).
• Risk Management & Systems Performance: Understanding of risk assessment, data privacy principles, and system performance monitoring.
• Cloud & Productivity Tools: Familiarity with cloud platforms and productivity suites (Microsoft O365, Google Workspace, OpenOffice).
• IT Customer Service: Knowledge of IT support methodologies for assisting users with Department of State systems.

Skills And Abilities:

• Technical & Problem-Solving: Ability to provide Tier 2 IT support, troubleshoot hardware/software issues, and use common network tools and OS commands (e.g., ping, traceroute). Ability to operate network equipment and pursue relevant certifications (Microsoft, Cisco, CompTIA).
• Interpersonal Skills: Ability to work effectively across diverse cultural, linguistic, and technical backgrounds, with strong communication skills tailored to varied audiences
• Experience with data analysis and data visualization.
• Proficiency with Microsoft Power Platform tools (Power Apps, Power Automate, Power BI, and AI Builder).
• General knowledge of networking concepts

The IT Administrator (Senior) is a key technical resource within BUCHAREST/DT, Customer Engagement’s Diplomatic Technology team, providing advanced technical guidance and expertise in IT, desktop support, application development, and network systems. The role involves managing and securing the network infrastructure while administering Information Technology (IT) systems to ensure the confidentiality, integrity, and availability of IT services. Key responsibilities include administering and optimizing both on-premises and cloud-based applications, supporting desktop environments, leveraging emerging technologies such as AI-driven automations and solutions, and managing IT hardware and network systems. The position also supports systems and network design and installation, as well as the configuration and maintenance of network infrastructure.

Provides Tier 2 and 3 technical support, with increased focus on end-user systems and desktop environments, offers technical guidance and expertise in troubleshooting and resolution, and mentors other Diplomatic Technology staff to strengthen their technical and problem-solving skills. Serves as an escalation point for critical technical issues, collaborating with cross-functional teams (including regional and Washington-based counterparts) to ensure seamless IT, application, and network operations. Leads and participates in Diplomatic Technology initiatives, including those related to AI integration, application development, and desktop modernization, while continuing to focus on network design, optimization, and security to ensure effective implementation.

Data Analysis, Automation, and Business Intelligence
Provide technical support and data analysis for service request and ticketing systems, administering the applications, providing training, creating and customizing reports, data visualizations and dashboards.
Analyze customer requirements, design and implement business intelligence and automation solutions to meet these requirements.
