Job description

If you have a keen eye for applying regulations and want to play a key role in the Urban Planning Department of the City of Shawinigan, this job is for you!

As an inspector or relevant officer under the chief of division permits and inspection, you will be an essential actor in respecting municipal standards and accompanying citizens in their projects. Your main role? Delivering permits, conducting inspections, and ensuring compliance with urban planning, construction, and environmental regulations. Here is a preview of the challenges that await you:

  • Receive citizens and analyze their needs;
  • Deliver certificates of authorization, declarations of work, and attest to conformity with the City's and urban planning regulations;
  • Ensure liaison with various stakeholders and city services to respect contractual agreements and coordinate works requiring permit issuance for construction;
  • Receive requests for derogation, zoning modification, or related to plans for implementation and architectural integration (PIIA), conduct a study, document the file, formulate recommendations to the urban planning advisory committee (CCU) and municipal council, and apply resolutions;
  • Respond to information requests regarding regulations;
  • Ensure treatment and follow-up of complaints or requests, conduct inspections, write required reports (avis and constat d'infraction, reports for the municipal court, etc.), issue recommendations or stop-work orders, register notices of deterioration, request and execute orders;
  • Treat and analyze permit applications related to regulations on evacuation and treatment of wastewater from isolated residences, regulations on groundwater capture, pesticides, etc.;
  • Resolve disputes surrounding fences, ditches, discoveries, and nuisances;
  • Contribute to the development and implementation of procedures, methods of work, and necessary tools for the activities of your service;
  • Perform any connected task requested by your immediate superior.

  • Hold a college diploma (DEC) in urban planning and architecture or civil engineering;
  • Possess at least three (3) years of relevant experience;
  • Possess a valid Class 5 driver's license;
  • Have practical knowledge of urban planning tools, such as zoning regulations, lotting regulations, and construction regulations;
  • Have good knowledge of the Quebec Construction Code;
  • Know laws on municipal competencies, land use, and environmental protection (an asset);
  • Commit to following and successfully completing training related to the policy for protecting riverbanks, coastlines, and floodplains and the Regulation on evacuation and treatment of wastewater from isolated residences (Q-2, r. 22), as indicated by the employer;
  • Able to read and understand legal and technical documents (certificates of location, architectural and engineering plans, tenders, etc.);
  • Mastery Microsoft Office software (Word, Excel, and Outlook);
  • Know Accès Cité and JMap software (an asset);
  • Demonstrate excellent interpersonal skills, citizen service, and teamwork;
  • Be organized, structured, and have ease of communication both verbally and in writing;
  • Show autonomy, judgment, and analytical spirit.
