Hydraulic Engineering - Bidding Engineer

We are looking for Hydraulic Engineering specialists with experience in developing technical-economic offers for hydraulic works. The role involves analyzing technical and economic documentation, estimating costs, and preparing offers in accordance with client requirements and legal standards.

Job Location: CLUJ-NAPOCA (Cluj County) / NEGRESTI-OAS (Satu Mare County)

Main Responsibilities:

• Prospecting SICAP / SEAP and identifying projects suitable for the company's activity.
• Analysis of technical documentation received for bidding, including specifications, plans, and technical details.
• Preparation of price analyses/composite norms according to price descriptions in the documentation.
• Calculation and estimation of costs for materials, labor, and equipment necessary for the execution of hydraulic works (dikes, dams, retaining walls, etc.).
• Preparation and drafting of technical-economic offers.
• Collaboration with the financial department and material suppliers to obtain the best prices for services, materials, and equipment to include in the offer, and building a continuously updated database.
• Monitoring project progress for updating and optimizing offers, if necessary.
• Preparation of financial proposal.
• Preparation of company eligibility proposal (declarations specifically requested in SICAP).
• Preparation of technical proposal (report, execution schedule).
• Submitting the offer to the client and revising the offer according to client adjustments.
• Preparing work statements for payment for ongoing projects.

Requirements:

• Bachelor's degree in Hydraulic Engineering, Civil Engineering, or an equivalent technical discipline.
• Minimum 2-3 years of experience in bidding and experience in participating in public tenders in the construction sector.
• Solid knowledge of technical norms, construction standards, and legal regulations in the field of hydraulic engineering.
• Proficiency in using bidding and cost estimation software (e.g., AutoCAD, Microsoft Project, cost estimation programs).
• Ability to analyze complex technical documentation and generate efficient solutions.
• Communication and collaboration skills, attention to detail, and organizational skills.
