About TES

Technical Engineering Support (TES) is an engineering company with over 30 years of expertise. We specialize in test coordination, industrial commissioning, study support, and the coordination of large-scale equipment installation.

To support the development of our activities, we are looking for a QHSE Engineer for an assignment based at the Dégrad-des-Cannes thermal power plant in French Guiana.

You will be involved in key areas: system operation, equipment durability, and decommissioning (including asbestos removal).

In the context of overseeing activities carried out on site by project managers under contract with the client, the QHSE Engineer will:

  • Ensure compliance with contractual HSE requirements

  • Manage safety as required by the client

  • Propose KPIs and other mechanisms to facilitate adequate working conditions

  • Participate in project progress meetings with the Company and project managers on site

  • Draft minutes of meetings attended

  • Establish and update project dashboards (Safety / Environment)

  • Monitor the implementation of safety/health/environment action plans

  • Support the Site Manager in their relations with the Authorities

  • Prepare and oversee detailed safety events and training/information sessions on site, as well as initial inductions

  • Prepare HSE instructions

  • Foster a safety culture within the project team and ensure that processes or procedures are communicated and properly applied

  • Provide operational support to all teams on safety and environmental issues (risk assessments, prevention measures, prevention plans, hot work permits, incident tracking, accident analysis, waste disposal, etc.)

  • Ensure the application of Safety and Environment policies (assistance, implementation, HSE audits, emergency drill organization, waste tracking, etc.)

  • Guarantee the site's fire safety organization (evacuation drills, reports, tracking of intervention team members, stragglers, etc.)

  • Train and raise awareness among site personnel on safety and health protection methods, rules, and instructions

  • Verify that the studies and analyses necessary to integrate the environment and industrial risks from the design phase are carried out: environmental assessments, risk assessments, etc.

  • Verify that the specifications from upstream studies are translated into the detailed design

  • Liaise with the entities responsible for developing impact studies and hazard studies related to ICPE (Installations Classified for Environmental Protection) permit applications for operation, and any permitting procedure necessary for the project's completion.

  • On site, ensure compliance with imposed environmental constraints.

Documentation to be provided to the HSE Engineer:

  • Client's management system

  • Company's QHSE policy

  • Site's internal regulations

  • Site Prevention Plan

  • Copies of requisitions for contracts between the Company and suppliers and project managers whose site activities the candidate must oversee

  • Project schedule

  • LDA (List of Applicable Documents)

  • Company technical documentation (specifications, master plans...)

Documentation to be provided to the HSE Engineer by the client during the execution phase (after contract notification):

  • Quality plans from suppliers and project managers whose site activities the candidate must oversee

  • Supplier and project manager schedules

  • Technical documentation from suppliers and project managers (specifications, execution plans...)


Profile sought:

  • Education: Engineering degree or Master's degree (Bac+5) specializing in QHSE, Industrial Safety, or Environmental Engineering.

  • Experience: You have at least 5 years of successful prior experience in a similar role in the energy sector, heavy industry, or large engineering projects.

  • Technical skills:

    • Mastery of ICPE regulations, permitting, and environmental authorization processes.

    • Solid knowledge of HSE standards applied to industrial sites (industrial risks, asbestos removal, fire prevention).

    • Knowledge of EDF's safety/security requirements and standards is a major asset.

  • Desired certifications: Electrical certifications, training in working at height or chemical/asbestos risks are appreciated.

  • Personal qualities: Rigor, autonomy, interpersonal skills, leadership, and the ability to enforce strict instructions among multiple field personnel.
