KOOP is looking for an Information Analyst who wants to work hard on the current and future input and publication portals of the government. Do you see it all sitting down to work on a submission desk and API that is used by all departments and government organizations, but also on a search portal that is available to all citizens to find open government information? Then you're in the right place! As an Information Analyst at KOOP, you will not only work on innovative IT solutions, but also on the future of Open Government. The Information Analyst will work iteratively with the DevOps team 'Open Government' to:
- a. realize APIs that allow government agencies to automatically submit documents and metadata and actively make them public
- b. develop a submission desk where government agencies can manually submit documents with metadata
- c. develop a portal where all users can find information in an intuitive and user-friendly way
The Information Analyst will work closely with the product owner of the DevOps Team and translate business and user questions into concrete, well-thought-out designs and user stories. In this process, different alternatives are weighed against value, priority, cost, and benefits. The analyst's analysis and management, as well as the further development of the necessary tools, will be carried out in close cooperation with the (functional) manager(s). The analyst will work proactively with other chain partners, including architects and product management.
Tasks and responsibilities:
- Performing analyses on processes and information. Think about: what are the data sources, which processes exist, which information is missing?
- (Re)designing information flows, data models, and logic for data collection, processing, and reporting
- Drafting requirements, user stories or functional specifications that align with both business goals and technical and organizational conditions
- Guiding implementations: ensuring that technical solutions match the information analysis, that deliverables meet what has been agreed upon
- (Supporting) testing of realized solutions: data integrity, consistency, usability, and accessibility
- Giving insight into information architecture, metadata, standards, and security where relevant
- Working on improving processes around information analysis, documentation, communication, and collaboration
- Synchronizing solution directions with architects and analysts within Logius
- Supporting implementation team members in training and customer or supplier contacts
- Supporting Product Managers and Product Owners in customer or supplier contacts
- Supporting the functional manager in dealing with questions and wishes
- Giving presentations to various target groups
Background task:
Everyone has the right to access public information without having to stake a claim (article 1.1 Woo). The Open Government Act (Woo) requires the entire government to actively make certain information publicly available - from laws and regulations to research reports. To make this possible, Logius is developing and managing a platform that standardizes, clearly presents, and makes accessible public information. This platform consists of:
- for manual submission of documents and metadata by users of government organizations
- for automated submission from government organizations
- Processing street - that ensures controls, validations, enrichment, and indexing
- Portal - where citizens, journalists, and researchers can easily find and search for information This platform is responsible for:
Competencies:
The candidate will work in a team: a proactive attitude, clear communication, and effective collaboration are therefore desired competencies. Additionally, the ability to comfortably switch between different levels, from colleagues from other teams to critical users, architects, and product management
- Experience with specifying XML, JSON, or MDTO-based APIs (4 years)
- Able to demonstrate experience in information modeling and interface specification (4 years)
- Only Dutch-speaking CVs will be accepted with a maximum of 5 pages.
- Candidate has a laptop suitable for the tasks to be performed. This laptop should be equipped with encryption, updated antivirus, and stable network access when working remotely.
- Information Technology Education (HBO or university)
- Experience with analyzing and designing online applications (3 years)
- Able to demonstrate experience in specifying (and aligning) user stories in an agile Scrum team (3 years)
- Experience with organizing test and implementation trajectories is a plus
- Experience with working on government projects is a plus
- Experience with working in a DevOps environment is a plus
- Experience with managing teams of software developers is a plus
