Information Analyst

For Zorginstituut Nederland, we are looking for an Information Analyst. Do you want to contribute to a future-proof information provision in healthcare? Within the KIK-V program, you will work together with parties such as ActiZ, Inspectie Gezondheidszorg and Jeugd (IGJ), Ministerie van VWS, Nederlandse Zorgautoriteit (NZa), Patiëntenfederatie Nederland, Zorginstituut Nederland (ZIN), Zorgkantoren and Zorgverzekeraars Nederland (ZN) and healthcare providers to better align and exchange data. You will contribute to ensuring that healthcare providers can easily and safely share data with various information-seeking parties. You will do this by working together with chain partners to make agreements on which data are exchanged and why, and developing technology that makes this exchange possible. This results in a high-quality information management and an efficient and effective exchange process, which contributes to significant benefits and reduction of administrative burdens for healthcare providers. You will improve together with the program the actuality, quality, timeliness, and comparability of information. You will do this by means of standardization, uniformity of meaning, and reuse of existing data. This way, you contribute to transparency for citizens, healthcare professionals, and all parties participating in the chain. When working according to the KIK-V approach, you ensure a clear process for delivering well-defined data, with more synchronized delivery moments. You will contribute to an effective and efficient process around data exchange by matching information requests and offers correctly, and ensuring that current and better comparable information is available. You are part of the broad development team Realisatie, consisting of about 10 colleagues such as ontologists, linked data engineers, and testers. You support and advise product owners in setting agreements with information-seeking parties for standardized data exchange. You will work on developing and implementing products that make efficient and reliable data exchange possible in healthcare. You focus on the content-related elaboration, testing, and improvement of information products. For various data exchanges within healthcare, you set up exchange profiles together with chain partners and the care home sector. In these profiles, you define agreements such as which data are exchanged and why, which definitions and indicators belong to it, and when they are exchanged. You investigate business processes at healthcare organizations, particularly how information and source systems are used and recorded within those organizations. Your starting point is that you will use as much as possible what is available from the operational processes of the healthcare provider. Based on this offer, you research to what extent these data meet the information needs of the chain parties. Where necessary, you provide content support in developing the KIK-V ontology by defining and maintaining consistency within data models. Then, you analyze, structure, and translate information needs into clear specifications and descriptions for technical solutions within the program. You ensure that these products are consistent with each other and align with the program's goals. You also look at broader applications of the KIK-V methodology and conduct explorations into potential uses in other healthcare sectors. Where necessary, you contribute to these researches. As a senior information analyst, you professionalize current work and deliver a guiding contribution to achieve the program's goals. You think strategically and tactically about the long-term anchoring of information analysis within the KIK-V program. You will work towards the following results:

• Zorgprocess- and source system analysis with elaboration on how data from source systems are combined to form a model data set.
• Functional descriptions of indicators in exchange profiles (definition and calculation of indicators).
• Information analyses for reconnaissance reports, including elaboration on how KIK-V can be applied in other healthcare sectors.
• A improved and secured approach to information analysis, where you ensure a uniform, professional approach and a future-proof approach.

Organisation Everyone living or working in the Netherlands is required to have a health insurance policy. Zorginstituut Nederland is a government organization with as its main task setting up the basic package of the health insurance policy. They make complex, but necessary choices to ensure that everyone in the Netherlands can receive good care now and in the future. The Zorginstituut is an independent administrative body that operates under the Ministry of Health, Welfare and Sport (VWS). They carry out work based on the two statutory health insurance laws: the Healthcare Insurance Act (Zvw) and the Long-term Care Act (Wlz). Proper care runs like a red thread through all tasks of the Zorginstituut. Zorginstituut Nederland is responsible for, among other things:

• Advising the Minister of VWS on the content of the insured package
• Caring for clear explanation of the insured care
• Fostering quality, affordability, and accessibility of healthcare by signaling opportunities for innovations and improvements
• Fostering digital information exchange in healthcare, including developing information standards
• Executing risk equalization, including managing and distributing premium income over health insurers and care centers, so that they can fulfill their insurance obligations
• Managing the Healthcare Insurance Fund (Zvf) and the Long-term Care Fund (Flz) and providing information on costs in healthcare
