HSE Specialist | DSL-01

Contribute to one of the first large-scale SAF plants in Europe. You will contribute to the construction of DSL-01 in Delfzijl: a plant focused on the production of Sustainable Aviation Fuel and by-products.

You will become part of an experienced team where your expertise directly contributes to the safe and successful realization of the project.

About the role

As an HSE Specialist, you play an important role in safely preparing a new chemical process plant for commissioning. You will work closely with engineers, project teams, contractors, and future operations colleagues to develop the processes, systems, and safety measures required for a safe start-up and operation of DSL-01.

DSL-01 is transitioning from project execution to operational readiness. To enable a safe start-up and successful long-term operation, all necessary QHSES processes, procedures, systems, and tools must be developed, implemented, and secured within the organization. In this role, you will support the QHSES Manager in achieving this ambition and contribute to compliance with laws and regulations, permit requirements, ISO standards, and internal company standards. In the absence of the QHSES Manager, you will take over designated QHSES tasks and ensure compliance with safety regulations, procedures, and legal obligations to guarantee a safe working environment.

Your responsibilities:

• QHSES Management System & Compliance: Support the development, implementation, and continuous improvement of the DSL-01 Integrated Management System and contribute to compliance with company standards, laws and regulations, and best practices within the industry.

• Permits & Legal Compliance: Support environmental permits, permit amendments, compliance monitoring, and the management of legal registers, including REACH-related obligations.

• Risk Management & Assurance: Support process and safety risk analyses, such as HAZID, HAZOP, and RI&E processes, managing risk registers, and supporting audits, inspections, and incident investigations to manage risks in an industrial process environment.

• Documentation, Training & Operational Readiness: Develop, manage, and maintain procedures, work instructions, training requirements, and other QHSES documentation to prepare the organization for safe and compliant operations.

• Stakeholder & Project Support: Act as a liaison between the corporate QHSES organization and the DSL-01 project team and contribute to certification processes, occupational health programs, and the successful implementation of QHSES initiatives.

You recognize yourself in the following:

• You have a good command of the Dutch and English languages, both spoken and written.

• You possess an MBO+/HBO (vocational/higher professional education) degree in Safety Science, Environmental Science, Engineering, Integrated Safety Science, or a comparable field.

• You have at least 5 years of experience in Health, Safety, Environment, or QHSES-related functions.

• You have experience in an industrial, chemical, manufacturing, energy, or other high-risk environment.

• You have a good understanding of occupational safety legislation, risk management, and compliance requirements.

• You have experience with ISO 9001, ISO 14001, ISO 45001, and/or Seveso/BRZO (Major Accidents) related frameworks.

• You are familiar with risk-based working and continuous improvement.

• You have experience with RI&E (Risk Inventory & Evaluation) processes and risk registers.

• You possess strong organizational skills and work meticulously with documentation and systems.

Bonus

• Certifications such as NEBOSH, HVK (Higher Vocational Safety Expert), MVK (Medium Vocational Safety Expert), or equivalent.

• Experience with chemical safety issues and REACH obligations.

• Experience with ISO certification processes and external audits.

• Experience within greenfield projects or large-scale industrial construction and start-up projects.

About DSL-01

In Delfzijl, we are building DSL-01, a SkyNRG plant for renewable fuels. Here, we produce Sustainable Aviation Fuel (SAF) from waste streams such as used fats and oils, using HEFA technology. Additionally, we produce by-products such as butane, propane, and naphtha.

DSL-01 will be the first plant in Europe fully dedicated to SAF and its associated sustainable by-products. Once operational, the plant will produce 100,000 tons of SAF and 35,000 tons of by-products annually. This will reduce greenhouse gas emissions by approximately 80% compared to fossil kerosene, measured over the entire chain.

Construction began in 2026, and the first production is planned for 2028. The project includes the plant itself, associated pipelines, and temporary work sites. You will directly contribute to the realization of a new industrial plant and the sustainability of aviation.
