ICAP Executive Search & Selection, on behalf of a leading international organization operating in the Luxury Consumer Goods sector, is seeking a dynamic and experienced professional for the role of HR Director in Romania (Bacău).

The Role: HR Director Plant Bacău

• Reporting to: General Manager Industries Yield (functional reporting) / HR Director Operations & Supply Chain (hierarchical reporting)
• Team reporting into the role: HR Generalist, HR Recruiting Specialist (6 FTEs)
The Group is looking for an HR Director for its production plant in Bacău, Romania. The selected candidate will be responsible for defining and implementing the local HR strategy, working closely with the HR Director Operations & Supply Chain (Italy) and the General Manager of the Group, ensuring alignment between corporate policies and the Romanian regulatory and cultural context.

Main Responsibilities

  • Define and implement the HR strategy for the plant, in line with business objectives and Group Guidelines
  • Manage the full HR lifecycle, including recruitment, onboarding, training, development, performance management, and employee relations
  • Ensure full compliance with Romanian labour legislation and Group HR policies
  • Act as a key point of reference and bridge between local management and the Italian headquarters, facilitating communication and organizational alignment
  • Manage local industrial and trade union relations
  • Support line managers in people management activities and employee-related processes
  • Monitor HR KPIs (turnover, absenteeism, organizational climate) and propose improvement actions
  • Manage the plant’s HR budget and reporting activities
  • Coordinate change management and culture-building projects within an Italian-Romanian multicultural environment.

Experience

  • At least 8–10 years of experience in HR roles, including 3–5 years in positions of responsibility (HR Manager / HR Director)
  • Previous experience in manufacturing/industrial environments (plant operations) is strongly preferred
  • Experience managing multinational organizations or working in environments with an international headquarters

Language Skills

  • Italian: C1/C2 level (fluent, essential for interaction with Group headquarters)
  • Romanian: Native speaker or C1/C2 level (essential for managing local employees and trade union relations)
  • English: B2/C1 level (preferred)

Technical Skills

  • Strong knowledge of Romanian labour law
  • Solid understanding of end-to-end HR processes (recruitment, Compensation & Benefits, development, employee relations)
  • Familiarity with HRIS tools and HR reporting systems
  • Basic knowledge of Italian labour legislation is considered a plus, to support alignment with Group policies

Soft Skills

  • Strong interpersonal and intercultural mediation skills
  • Leadership capabilities and experience managing teams
  • Ability to make decisions independently and strong problem-solving skills Excellent communication skills and ability to operate effectively in international environments
