Job Description

Cyberattacks are a daily occurrence and high-quality IT security is more important than ever for the Ministry of Defence. At the Defence Cyber Security Centre (DCSC), you will work with a team of security specialists on the security of Defence IT systems. As Head of Operations, you will be part of the DCSC Management Team (MT) to make the Ministry of Defence digitally resilient.

Information systems in the armed forces are often vital. To prevent, detect, and respond to cyberattacks, the Ministry of Defence deploys the DCSC. The DCSC must ensure that normal business operations, particularly military operations, are not hindered by digital threats and that Defence's information systems remain secure. By knowing which threats are active, what vulnerabilities exist, and which systems are most critical, the DCSC can provide preventive and reactive support. This can be done remotely as well as on-site.

As Head of Operations, you will be responsible for delivering SOC and CERT services. To this end, you will lead and manage multiple teams of cyber security specialists, each with their own specialization. You will do this based on a roadmap that you develop and maintain together with the teams. This roadmap will be guided and prioritized based on a mission, vision, and strategy, for which you, together with the DCSC MT, are responsible.

The Head of Operations is expected to possess the competencies, knowledge, and skills to coordinate and improve all aspects of the relevant capabilities – people, technology, and processes. You will maintain close contact with the team leads regarding the capabilities and well-being of team members and invest in relationships with team members. You can ask critical questions about technical plans and potential problems and translate these into concrete impacts and action options for senior management. You can contribute to process-level thinking, but also delve into procedures when necessary. In summary, you will stimulate growth at all levels in a safe and pleasant environment and ensure, together with the MT and the teams, that DCSC delivers the best possible cyber security.

In addition to the internal focus, you will also be a key player in the broader IT and materiel chain of Defence. You will coordinate on various fronts with colleagues within Defence; the Defence IT company, the Materiel and IT Command, the operational commands, and operational and administrative staff in The Hague. You will do this for operational aspects, but also, where necessary, for operational matters such as cyber security incidents.

Job Requirements

Knowledge/Education Requirements:

• University level working and thinking ability, preferably a completed degree in Security or a comparable combination of education and experience, verifiable through an assessment if necessary;
• Additional courses from renowned institutions such as SANS, in the field of cyber security (management)

Experience Requirements:

• At least ten years of experience in cyber security;
• At least five years of experience in a management role;
• At least five years of experience with IT and change management in a large (governmental) organization.

Preferably, you are familiar with Defence and Defence's IT company, JIVC, in particular. You can summarize technically complex issues in understandable language. You are integral and committed to making Defence safer every day, while also explicitly considering the operational needs of the users.

Within the NIST Cyber Security Framework (with the capabilities IDENTIFY, PROTECT, DETECT, RESPOND, and RECOVER), the DCSC is defence-wide leading for the DETECT and RESPOND capabilities. DCSC supports the implementation of the other NIST capabilities within Defence through information and advice, among other things.
