What you will do
Will you lead an expert department with an important mission for Defense?
As Head of the Self-Insured Employers Department (ERD), you will lead a professional department responsible for the execution of the WGA (Work and Income (Capacity for Work) Act) and Ziektewet (Sickness Benefits Act) within Defense's self-insured employers scheme. The ERD employees focus on supporting (former) defense personnel. The goal is to find suitable work for them and to ensure they return to work sustainably. In addition, the department contributes to managing the cost of claims for Defense.
You will also be a member of the management team of the Re-integration Service Center (DCR). In this interesting role, you will not only bring insights and expertise from ERD. You will also be a sparring partner for the other MT members and actively contribute to the development and professionalization of the entire DCR.
You will be fully responsible for the ERD department. You will translate the DCR policy into the ERD team and set the direction. Together with the 2 ERD regional managers, you will ensure clear priorities, monitor the quality and progress of service delivery, and create the conditions under which the approximately 20 ERD employees can perform their work well. Where will you work?
You will work as a civilian employee at DCR, based in Utrecht. The ERD activities are divided across 2 regions, North and South, and both Case Managers and Senior Case Managers work there. In addition to the Self-Insured Employers (ERD) department, the DCR consists of a Sickness & Re-integration department, a Business Office, a Knowledge and Expertise Center, and a Support Center. In total, more than 100 employees work at DCR. Dedicated professionals who value a professional working environment with attention to expertise and collegial counseling. What will you do?
In this leadership role, you will be fully responsible for the content and approach of ERD activities at DCR. In addition to service quality, you will manage timely follow-up of the case load and a positive working climate within ERD. You will also look ahead. You will follow developments in the field, legislation and regulations, and the organization, and translate these into the department's working methods where necessary. You will use results and data to determine where improvements are possible and stimulate a way of working where learning and continuous improvement are self-evident. The Lean philosophy of DCR forms an important basis for this. Within the MT, you will be the voice of ERD, but your contribution extends beyond that. You will also approach topics within the MT from the perspective of the DCR objectives. You will also maintain contacts within and outside Defense. You will primarily seek practical cooperation that further aids the service delivery and re-integration of benefit recipients.

What you bring:
- Demonstrable university level work and thinking ability, for example in the field of business administration or HR;
- Extensive experience within the HR field or related areas;
- Extensive management experience;
- A Lean Black Belt or the willingness to obtain one;
- The ability to connect people, content, and results;
- Experience with re-integration, social security, project and quality management, and Lean methodologies is a plus.

From 2025, defense personnel will no longer receive holiday pay and the year-end bonus as separate payments, but will accrue them monthly through the Individual Choice Budget (IKB). The IKB for defense personnel totals 16.33 percent of the salary. With the IKB, defense personnel can decide for themselves when, on what, and how much budget they spend on time, money, or fiscal facilities. This can be up to the monthly accrued budget. The IKB can be used for:
- A maximum of 15 percent of the salary can be used monthly for the exchange of the commuting allowance.
- The monthly difference between the reimbursement for the costs of private transport for commuting and the fiscal maximum.
- A bicycle for personal use, including bicycle accessories and bicycle insurance.
- A computer that can also be used for work or study, including computer accessories and computer insurance.
- A battery or electrical components for a bicycle.
- The payment of union dues.
- Defense expects to further expand the possibilities of the IKB in the future.
